Evaluation of the Health Care Cost Containment Law of 2012

The Office of the State Auditor examined the impacts of the health care cost containment law passed in 2012--Chapter 224.

In 2012, the Massachusetts Legislature passed a law to control health care spending growth while improving access and quality-- Chapter 224. As part of this law, the Legislature tasked the Office of the State Auditor (OSA) with conducting a review of the impacts of this law. The goal of this review was to provide policymakers and stakeholders with an understanding of whether the law was meeting its goals in the areas of cost, access, behavioral health, workforce development, and public health.

The OSA released an initial report on the impacts in June of 2017, and a follow-up report in July 2018.
