Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

Board members present:

1. Reviewed June 5, 2026 meeting minutes.
2. D. Coppes made a motion, and it was seconded by B. Lukis, and the members present by majority VOTED: to approve the minutes as written.

3. The number of OIT applications processed and licensed since the June 2026 meeting:      

2. Executive Director R. Doherty commented on eLIPSE transition and provided information on how to submit tickets when encountering technical issues in the system. 
3. TCH and TEC requests are being submitted via eLIPSE and therefore, the DOL Drinking Water Board website is being updated to reflect this new information.  
4. Board Counsel Reported: 
5. P. Kelley introduced himself as interim Board Counsel. 
6. Discussed: No items. 
7. Discussed other matters not reasonably anticipated 48 hours in advance of meeting: No matters presented.
8. Training Contact Hour Applications: 

1. Chair Celona brought attention to changes in the TCH review and approval process as they are now processed via eLIPSE. 
2. Temporary Emergency Certificate & Provisional Certificate Status: None.
3. Reciprocity Application Review:

1. A MOTION was made by B. Lukis, and it was seconded by D. Coppes, and the members present unanimously VOTED: to deny the D1-Full Reciprocity due to insufficient experience and approved Ms. Rodgers for D1-Operator in Training license instead.

*Member Coppes recuses himself from any MWRA license applications.

**Member Lukis recuses himself from any Dedham-Westwood Water District license applications.

***Member Celona recuses himself from any Lynn Water & Sewer Commission applications.

****Member Reid recuses himself from any Weston & Sampson applications. 

1. A MOTION was made by A. Reid, and it was seconded by D. Coppes, and the members present unanimously VOTED: to approve all the decisions reflected above.
2. Chair Celona recognizes public attendee Mr. Grant to speak. Mr. Grant inquired after his application decision. 
3. Adjournment – the next meeting is scheduled for August 7, 2026, at 9:00 AM.
4. B. Lukis made a motion, D. Coppes seconded, and the members present unanimously VOTED: to adjourn the meeting.
