In accordance with the provisions of G.L. c. 30A § 20, notice is hereby given that the Board of Examiners of Sheet Metal Workers will be convening their monthly meeting.

In accordance with the provisions of G.L. c. 30A § 20, the Board of Examiners of Sheet Metal Workers convened a regular monthly meeting on:  Microsoft Teams Meeting June 17, 2026

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

Acknowledged public attendees: 

1. Reviewed April 15, 2026, meeting minutes. 
   1. Executive Director Ryan Doherty informed the Board that the minutes are not ready for review and will be tabled for the July meeting
2. Executive Director Report
   1. The Board completed its licensing software migration from Accela to eLIPSE on May 18^th and noted that anyone who applied before then that has not been issued a license will need to create an account on eLIPSE in order for the application to be processed and a license to be issued.
   2. The Division of Occupational Licensure has updated its agenda and minute formatting across all Boards for improved constituent accessibility, particularly for constituents who use screen reader technology.
   3. John Cody and Benjamin Hylton have replaced Russell Bartash and Timothy Hathaway as Board members. The chair welcomed Mr. Cody and Mr. Hylton and recognized the prior service of Chair Bartash and Mr. Hathaway to the Board.
3. Discussed: 
   1. PSI Exams
      1. Members noted the high number of first time pass attempts on the J1 exam and the low number of first time pass attempts on the J2 exam
   2. Commonwealth Inspector Decision Appeal [open hearings, closed deliberations per M.G.L c. 30A, §18] 9:38 A.M. The Chair opened the appeal
      1. Paulo Baganha, Edgewood Design + Architecture Inc. v. Charles Wolf, Division of Occupational Licensure Sheet Metal Inspector
      2. The Chair verified the timelines and merits of the appeal, swore in the parties giving testimony, accepted the exhibits, and gave each party and opportunity to present their position. The parties came to an agreement to proceed with the hearing. The Board did not engage in deliberation during the open session and took no further action. The appeal concluded at 9:45 A.M. The Chair advised the parties that a written decision confirming the outcome would be disseminated to both parties within 45 days. 
4. Discussed other matters not reasonably anticipated 48 hours in advance of the      meeting. No Matters presented.
5. Closed Session (M.G. L. c. 112, § 65C – Investigative conferences and settlement conferences) 
   • J. Cody made a motion, S. Demers seconded, and the members present unanimously, VOTED to enter Closed Session to discuss complaints prior to the issuance of an order to show cause
6. Adjournment – the next meeting is scheduled for July 15, 2026, at 9:00 AM.
   • D. Flynn made a motion, A. DeAngelo seconded, and the members present unanimously, VOTED: to adjourn the meeting.
