In accordance with the provisions of G.L. c. 30A § 20, the Board of Registration in Veterinary Medicine convened a regular monthly meeting on:

The topics shown below were discussed at the aforementioned meeting: 9:33 A.M. the Chair, Dr. Rachel Orlowski, called the open meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

1. ReviewedJanuary 8, 2026, meeting minutes.
   1. Dr. Diamond made a motion, and it was seconded by Dr. Tubman, and the members present by majority VOTED: to accept the minutes with pending edits to change references to actions taken by the Chair to actions taken by the Vice Chair
   2. Motion Passed – Roll Call:

2. Executive Director and Board Counsel Reports:
   1. Executive Director reported – Executive Director had nothing to report
   2. Board Counsel reported – Board Counsel had nothing to report
3. Board Discussion and Votes:
   1. Election of Officers
      1. Board Chair: Dr. Diamond
      2. Vice Chair: Dr. Tubman
      3. Secretary: Dr. Kube
4. Discussedother matters not reasonably anticipated 48 hours in advance of the meeting. 
   1. Dr. Orlowski requested that the VCPR policy be added as a discussion item for a future meeting.
5. Exit Open Session
   1. At 9:53 A.M. Dr. Tubman made a motion, and it was seconded by Dr. Kube, and the members presented by majority VOTED: to exit Open Session and enter Quasi-Judicial Session with no intention to return to open meeting other than to adjourn.

6. Quasi-Judicial Session CLOSED Per M.G.L. c. 30A, § 18(D): 
   1. Docket numbers 2023-000157-IT-ENF, 2023-000179-IT-ENF, and 2023-000387-IT-ENF
      1. The Board members voted to enter a Final Decision and Order. Dr. Sloane was recused and did not participate in the matter.
7. Investigative Conference (M.G.L. c. 112, § 65C – Closed session)
   1. At 10:13 A.M. Dr. Orlowski made a motion, and it was seconded by Dr. Sloane and the members presented by majority VOTED: to exit Quasi-Judicial Session and enter Closed Investigative Conference under M.G.L. c. 112, s 65C.

8.  Discussion of complaints prior to the issuance of an order to show cause

9. Adjournment – the next meeting is scheduled for April 9, 2026, at 9:30 A.M.
   1. Dr. Tubman made a motion, and it was seconded by Dr. Diamond and the members present unanimously,
   2. VOTED: to exit Adjudicatory session and enter open session, thereupon to adjourn the meeting at 12:13 P.M.
