In accordance with the provisions of G.L. c. 30A § 20, the Board of Registration in Veterinary Medicine convened a regular monthly meeting on:

The topics shown below were discussed at the aforementioned meeting: 9:32 A.M. the Chair, Dr. David Diamond, called the open meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

Board members present:

1. ReviewedMarch 12, 2026, meeting minutes with new ADA Formatting.
   1. Dr. Diamond made a motion, and it was seconded by Dr. Kube, and the members present by majority VOTED: to accept the minutes with an amendment to be sure to recognize Dr. Orlowski as the Chair

   1. Dr. Tubman made a motion, and it was seconded by Dr. Kube, and the members present by a majority VOTED: to accept the minutes as written.

   1. Executive Director reported – Executive Director had nothing to report
   2. Board Counsel reported – Board Counsel had nothing to report
4. Board Discussion and Votes:
   1. Limited License Application Review for Dr. Kelly Carlsten
      1. Board provides information to the applicant, encourages her to go for regular full Veterinary Licensure
      2. Board took no action. No vote was held.
5. Discussedother matters not reasonably anticipated 48 hours in advance of the meeting. No Matters presented.
6. Executive Session, CLOSED Per M.G.L c. 30A, sec 21(a)(1)
   1. At 9:44 A.M. Dr. Kube made a motion, seconded by Dr. Tubman, and the members present unanimously VOTED: to exit Open Session and enter Executive Session pursuant to G.L. c. 30A, § 21(a)(1).

7. Quasi-Judicial Session CLOSED Per M.G.L. c. 30A, § 18(D): 
   1. At 9:56 A.M. Dr. Tubman made a motion, seconded by Dr, Sloane, and the members present unanimously VOTED: to exit Executive Session and enter Quasi-Judicial Session

      1. The Board issued a final decision and order
8. Investigative Conference (M.G.L. c. 112, § 65C – Closed session)
   1. At 10:04 A.M. Dr. Sloane made a motion, and it was seconded by Dr. Tubman and the members presented by majority VOTED: to exit Quasi-Judicial Session and enter Closed Investigative Conference under M.G.L. c. 112, s 65C.
