In accordance with the provisions of G.L. c. 30A § 20, notice is hereby given that the Board of Registration in Veterinary Medicine will be convening their monthly meeting.

The topics shown below were discussed at the aforementioned meeting: 9:33 A.M. the Chair, Dr. David Diamond, called the open meeting to order. 

Informational note: All votes were taken by roll call. Where each member voted in favor, the vote will be reported as unanimous.

   1. Dr. Tubman made a motion, and it was seconded by Dr. Kube, and the members present by majority VOTED: to accept the minutes as written.

3. Executive Director and Board Counsel Reports:
   1. Executive Director reported Elipse, new licensing platform, will be effective September 28, 2026. All license activities will be done through this platform. There will not be any more paper licenses mailed out. It will be all virtual. Licensees will receive renewal reminders via email rather than a paper mailing. Must create an account and link your license. 
   2. Board Counsel reported – Board Counsel had nothing to report
4. AAVSB Annual Meeting and Conference September 23-26 Providence, RI information provided.
5. CEU Waiver Request MAJ Anna Goodroe DVD DACLAM
   1. The Board discussed the request for a CEU waiver due to the licensee’s active military deployment until after the next renewal
   2. Dr. Diamond made a motion, and it was seconded by Dr. Kube and the members presented by majority VOTED: Motion to Approve the CEU Waiver

6. Notice was given to the Board that the Massachusetts Board of Pharmacy will be rescinding the policy that allows for pharmacies to provide compounded medication to veterinarians for direct administration or dispensing in emergency situations. No action was taken by the Board.
7. Correspondence
   1. Regarding Fulfilling Non-Client Prescriptions.
      1. The Board discussed correspondence from the MVMA asking if a non-prescribing veterinarian can dispense medications such as heartworm, flea, and tick medications similar to the Board’s policy and regulation allowing a non-prescribing vet to dispense prescription diet food. The Board discussed that a prescription diet food is not a true prescription, that flea and tick medication can be purchased over the counter, and that travelling clients can receive enough heartworm medication for the length of any travel from their prescribing veterinarian or from an online pharmacy. The Board took no action of the request.

9. Dr. Diamond called for comment from the public. No comments.
10. Investigative Conference (M.G.L. c. 112, § 65C – Closed session)
    1. At 9:50 A.M. Dr. Diamond made a motion, and it was seconded by Dr. Tubman and the members presented by majority VOTED: to exit Open Session and enter Closed Investigative Conference under M.G.L. c. 112, s 65C.

    1. Dr. Tubman made a motion, and it was seconded by Dr. Sloane and the members present unanimously,
    2. VOTED: to exit Adjudicatory Session and enter Open Session, thereupon to adjourn the meeting at 10:44 A.M.
