Overview   of Notice of virtual public hearing concerning Steward Health Care System, LLC

Notice is hereby given that, pursuant to 105 CMR 100.445, the Massachusetts Department of Public Health will conduct a virtual hearing to permit comment on the Determination of Need (DoN) Application # 22111516 filed on August 9, 2023 by Steward Health Care System, LLC (Applicant), located at 1900 N. Pearl Street, Suite 2400 Dallas, TX for a Substantial Capital Expenditure. The Proposed Project includes the expansion of psychiatric services at Good Samaritan Medical Center (GSMC) located in Brockton, MA, through the construction of a seventy-seven (77) bed facility that will include sixteen (16) beds relocated from the existing GSMC campus and sixty-one (61) new inpatient psychiatric beds. The total value of the Proposed Project based on the maximum capital expenditure is $76,865,511.00.

The Department will conduct a hearing virtually by conference call in order to promote public access. The virtual hearing is scheduled for Wednesday, September 20, 2023, 6:00PM-8:00PM. Members of the public and other interested parties may join the hearing by phone using the following information:

Such hearing shall not be adjudicatory but shall be in the nature of a public forum for the presentation of any comments that may be relevant for consideration by the Department regarding the Proposed Project. Persons wishing to make their views known may speak during the virtual hearing or may submit written comments to the Massachusetts Department of Public Health, Determination of Need Program, 67 Forest Street, Marlborough, MA 01752 or via email to Written comments will be accepted until 5 p.m. on Monday, October 2, 2023. All written comments submitted to the Department may be posted on the Department’s website and released in response to a request for public records.
