Virtual Meeting Held via Microsoft Teams November 17, 2025, @ 11:00 a.m.
At 11:10 a.m., the Chair, Jeff Crowley, called the open meeting to order.

Application for Annual License - Berkshire East Mountain Resort
Cesar Lastra displayed the application and supporting documents on the screen and reviewed them with the Board Members. Following the review, Daniel Kilburn made a motion to approve the Annual License conditioned upon confirmation of receipt of the application fee; seconded by Paul Maloney.

3.Application for Annual License - Wachusett Mountain Ski Area
Jeff Crowley recused himself from this portion of the meeting and did not participate. Paul Maloney acted as Chair for this portion of the meeting. Cesar Lastra displayed the application and supporting documents on the screen and reviewed them with the Board Members. Following the review, Thomas Gilbert made a motion to approve the Annual License conditioned upon confirmation of receipt of the application fee; seconded by Daniel Kilburn.

- Application for Annual License - Ski Butternut
Cesar Lastra displayed the application and supporting documents on the screen and reviewed them with the Board Members. Following the review, Daniel Kilburnmade a motion to approve the Annual License; seconded by Paul Maloney. The Chair asked Ron Crozier of Ski Butternut when Jane’s Quad would be commissioned. Mr. Crozier responded hopefully within the next 2-3 weeks.

Matters not reasonably anticipated by the chair 48 hours in advance of the meeting
Cesar Lastra informed the Board that, relating to tow applications submitted by Blue Hills, Blue Hills poured concrete without giving Board staff at least 5 days’ advance notice and did not complete the testing required. Bobby Farrell, design engineer for the project, explained that he was unaware of the five-day prior notice requirement. Greer Spatz Croxford noted that this is a violation of the Board’s regulations and asked if it was possible to test retroactively. She asked whether the Board was comfortable without testing having been performed. Mr. Farrell stated that a hammer test could be performed to test the strength of the concrete. He noted that coring was another option. He also stated that a pull test could be performed. Daniel Kilburn expressed his preference that a core sample be taken. Daniel Kilburn made a motion to accept a post-pour core sample with satisfactory test results being provided to the Board prior to licensing; seconded by Paul Maloney.
