Public Meeting Notice  Recreational Tramway Board Meeting - 12.19.25

Virtual Meeting Held via Microsoft Teams December 19, 2025, @ 9:30 a.m.

At 9:31 a.m., the Chair Jeff Crowley called the open meeting to order. 

Board members present: 

• Jeff Crowley, Chair, Owner of a Rope Tow 
• Dan Kilburn, Designee of the Commissioner 
• Paul Maloney, Owner of a Tramway 
• Thomas Gilbert - Representative of Ski Clubs or Others Who Patronize Recreational Tramways

Board members absent:

• Vacant Seat - Rep. of Tramway Liability Insurance Company

DOL Staff present:

• Yolanda Cole, Executive Director 
• Cesar Lastra, Technical Code Coordinator 
• Richard Holtz, Board Legal Counsel
• Jeff Williams, Office Support Specialist II

Review/Discuss/Vote

1. Application for Annual License (Chair lift)- Blue Hills Ski Area

   Cesar Lastra displayed the application and supporting documents on the screen and reviewed them with the Board Members.  Following the presentation, Paul Maloney made a motion to approve Annual License for (Chair lift)- Blue Hills Ski Area ; seconded by Daniel Kilburn. 

A roll call vote was conducted, and the motion was approved as follows:

2. Application for Annual License - Wachusett Mountain (Polar Kids 

   Carpet and Vickery Triple Chair).

    Jeff Crowley recused himself from this portion of the meeting and did not participate.   Paul Maloney acted as Chair for this portion of the meeting. Cesar Lastra displayed application and supporting documents on the screen and reviewed them with the Board Members. Following the presentation, Daniel Kilburn made a motion to approve the Annual License for Wachusett Mountain (Polar Kids Carpet and Vickery Triple Chair) conditioned upon confirmation of payment of the application fee; seconded by Thomas Gilbert. 

A roll call vote was conducted,  and the motion was approved as follows:
