Virtual Meeting Held via Microsoft Teams December 08, 2025, @ 9:30 a.m.

At 9:31 a.m., the Chair, Jeff Crowley, called the open meeting to order. 

Board members present: 

• Jeff Crowley, Chair, Owner of a Rope Tow 
• Dan Kilburn, Designee of the Commissioner 
• Paul Maloney, Owner of a Tramway 
• Thomas Gilbert - Representative of Ski Clubs or Others Who Patronize Recreational Tramways

Board members absent:

• Vacant Seat - Rep. of Tramway Liability Insurance Company

Review/Discuss/Vote

1. Application for Annual License - Eaglebrook School

Cesar Lastra displayed application and supporting documents on the screen and reviewed them with the Board Members. Cesar Lastra noted that this application was presented at the Board’s last meeting, and that a NDT for their grips was not done by  certified inspector.  Since then, the applicant has supplied documentation from a licensed NDT inspector.  Paul Maloney made a motion to approve the  Annual License for Eaglebrook School; seconded by Thomas Gilbert.

  A roll call vote was conducted, and the motion was approved as follows:

2. Application for Annual License - Fresh Powder, LLC (Bousquet Mountain)

Cesar Lastra displayed the application and supporting documents on the screen and reviewed them with the Board Members. Following the presentation, Thomas Gilbert made a motion to approve the Annual License for Fresh Powder, LLC (Bousquet Mountain); seconded by Paul Maloney.

A roll call vote was conducted, and the motion was approved as follows:

3. Application for Annual License - Blue Hills Ski Area

Tabled for next meeting. Application not received.

4. Application for Annual License - Ski Butternut (Jane's Quad)

Cesar Lastra displayed the application and supporting documents on the screen and reviewed them with the Board Members.  Cesar Lastra noted that the Board could consider whether to rely on a NDT from the manufacturer for a new lift, and Board members expressed comfort with such reliance. Following the presentation, Paul Maloney made a motion to approve Annual License for Ski Butternut (Jane's Quad); seconded by Thomas Gilbert.

5. Application for Annual License - Wachusett Mountain (Polar Express, Polar Kids

Carpet, and Vickery Triple Chair)
