Apply for Home Energy Assistance (HEAP)

Massachusetts residents seeking information regarding energy assistance (HEAP) may review the information available here, contact EOHLC directly, or contact their local administering agency for assistance.

Massachusetts residents responsible for their heating costs, including those households whose cost of heat is included in their rent, may apply for HEAP with the local agency in their service area or through the Commonwealth's online application. 

Eligibility is based on several factors including, but not limited to household size and the total gross annual income.

Program guidelines require that the total household income cannot exceed 60% of the state median income.

The HEAP provides eligible households with a fixed benefit amount payable toward the primary source of heating which includes, but not limited to: #2 Home Heating Oil, Electricity, Natural Gas, Propane (LPG), Kerosene, Wood, and Coal.

If determined to be eligible, service rate discounts may be available on:

• Electric service provided by investor-owned utility companies
• Natural Gas service provided by investor-owned utility companies

Payments for primary heating are typically made directly to the heating vendor for usage that occurs between November 1st and April 30th. There are circumstances which do permit reimbursement for heating usage during this time frame, please contact your local administering agency for further information.
