What you need

The Division of Ecological Restoration's (DER) Dam Removal Program helps to remove unwanted dams, which can alter river function, trap sediment, reduce water quality, and block the movement of fish. To gather critical information about dams for future ecological restoration planning and climate adaptation, DER contracts and manages dam removal preliminary studies. 

DER seeks applications from Massachusetts municipalities for dam removal preliminary design studies. These studies help landowners and partners assess opportunities and constraints during early planning phases of potential aquatic habitat restoration and climate resilience projects. DER is interested in dam removal projects that are at an early stage of development and/or decision-making. Selected projects are eligible to receive technical assistance from DER staff and DER-led contracted technical services from qualified vendors. 

The Request for Responses is currently open. Applications are due by Wednesday, October 1, 2025, at 4:00pm EST. More information and how to apply can be found below and on COMMBUYS.

How to apply

The Request for Responses (RFR) is now open. See the "Downloads" section below for all necessary documents and information, including the RFR document. Applications must be submitted through DER’s website (link also above) by 4:00pm EST on October 1, 2025. No paper applications will be accepted. Applications received after the deadline will not be accepted.

The Question and Answer period is now closed. The Question and Answer period provided the opportunity for applicants to ask written questions and receive written answers from DER regarding this RFR. Questions received after the deadline (deadline: September 15, 2025 at 4:00pm EST) will not receive a response. Answers to submitted questions are estimated to be published September 22, 2025. Once published, answers will be found in the "Downloads" section below.
