This permit sets conditions for the shipping or receiving of Class A regulated recyclable materials. Some off-site recycling activities may require additional MassDEP permits.
For most recycling activities covered by this permit, applications are considered approved after 21 days.

  1. Review the Instructions

  2. Complete the Supporting Forms

    Important Note: Even though you are applying online, you need to complete the appropriate forms in the Recycling Data Sheets package below for upload as an attachment during the online filing process.

    You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

  3. Submit Your Application & Fee Payment

    1. File online via the EEA ePlace Portal.

      Note: If you are a first-time user, you will need to create an account first.

    2. When prompted, upload your completed supporting forms package from Step 2 above as an attachment.
    3. Pay your fee online with a credit card and submit your application, or you may mail your fee payment to:

  4. MassDEP Reviews Your Application

    For most recycling activities covered by this permit, applications are considered approved after 21 business days. Some off-site recycling activities may require additional MassDEP permits.
