To apply to be a prequalified horizontal construction firm or to renew a prequalification, submit the Contractor Application for Prequalification. The application will be reviewed by the Prequalification Committee.

What you need   for Submit a Contractor Application for Prequalification

As stated in 700 CMR 14.02(5), “A request for Prequalification will not be considered until a completed application has been submitted. Applications for Prequalification shall be submitted at least 21 calendar days preceding the day set for opening of bids for work upon which a Contractor intends to bid. Completed applications for prequalification submitted less than 21 days preceding the date which is set for bids to be opened may not be executed or acted upon prior to the bid opening date.”

Hot Work Training

Firms requesting certain classes of work including but not limited to Bridge- Construction, Bridge- Culverts, Demolition, Drawbridge Maintenance, Electrical-All Types-Including Electrical Maintenance, Highway- Lighting, Intelligent Transportation Systems and Painting- Structural are required to submit a copy of hot work training certificates for all employees who perform, delegate or supervise hot work or perform fire watch.

Hot work is any work process that involves heat, spark or flame that is capable of starting fires or explosions. Examples include, but are not limited to, welding, cutting, grinding, soldering, heat treating, hot riveting, torch applied roofing, abrasive blasting and powder driven fasteners. Therefore, firms whose employees perform, delegate or supervise hot work or perform fire watch, regardless of class of work, are required to submit a copy of each employee’s hot work training certificate with their application.

Read the instructions and the list of required documents on pages i-iii of the application first so that you have all information for mandatory fields and all documents ready. Failure to do so may result in difficulty completing and submitting your application and may prolong processing it.
 

More information

  • Only the online application will be accepted. An application that is mailed or emailed will be returned.
  • New firms will receive an email from DocuSign requesting a W-9 Form and EFT form be completed and submitted electronically. These electronic forms are in addition to the W-9 Form and EFT Form submitted with the application.
  • Current prequalified firms with a change of address and/or financial institution must submit a W-9 Form and/or EFT Form with their application. They will also receive an email to complete these forms through DocuSign.
  • The Prequalification Committee meetings are held on Wednesdays at 8:30 a.m., except on legal holidays. Contractor meetings are held on Wednesdays from 10:00 a.m. to 11:00 a.m., when requested.
  • Horizontal construction firms must renew their prequalification certificates at least every 12 months to remain eligible to bid on new projects.
  • If your firm’s application is approved, you will be emailed a Prequalification Certificate. The certificate expires in 12 months.
  • If your firm’s application is denied or deferred, you will be emailed an explanation for the decision and next steps to take.
  • If your firm’s application has errors and/or is missing information, you will receive an email listing required items to submit.
