Prequalification Program
All construction firms must prequalify with MassDOT before bidding on MassDOT horizontal construction projects with an estimated value of $50,000 or more. This applies regardless of funding source.
Pursuant to 700 CMR 14.00, MassDOT Prequalification is also required for certain projects with bid under the direction of cities, towns and Other Awarding Authorities. This includes projects:
- That use state funds with an estimated value of $50,000 or more;
- That are on a state-numbered road and/or highway;
- That require MassDOT Prequalification as a condition for State Funding Reimbursement; and
- That a public entity (i.e., City/Town/Other Awarding Authority) chooses to require MassDOT Prequalification, regardless of funding source.
If prequalification is required, only prequalified contractors can bid and perform such projects.

Construction Prequalification Committee meetings are held on Wednesdays at 8:30 a.m., except on legal holidays. Contractor meetings with the Prequalification Committee are held on Wednesdays from 10:00 a.m. to 11:00 a.m., when requested.
