The fiscal year 2014 (FY14) budget is an estimate of income and spending for the period of July 1, 2013 through June 30, 2014. This budget is also known as the General Appropriations Act (GAA) or "Chapter 38 of the Acts of 2014."

The FY14 budget is a balanced and fiscally responsible plan that will grow jobs and opportunity by continuing the Governor's unprecedented commitment to investing in education, innovation and infrastructure. These investments will create a better Commonwealth for the next generation. The FY14 budget also proposes a series of reforms to achieve savings, improve performance and increase transparency in state government.

Key dates in the FY14 budget process:

  • January 23, 2013 - The Governor files the Fiscal Year 2014 (FY14) budget proposal. The bill, known as House 1, goes to the House of Representatives for review.  
  • April 24, 2013 - The House of Representatives approves a final, amended version of the bill which is sent to the Senate for consideration
  • May 23, 2013 - The Senate approves a final, amended version of the bill which is sent to a Conference Committee for review
  • July 1, 2013 - The Conference Committee reports a final compromise bill to the House and Senate for a final vote of acceptance in each branch
  • July 12, 2013 - The Governor issues his reductions and denials (vetoes) of the Conference Committee's bill.  The FY14 Budget is signed.
  • July 12, 2013 - The Governor requests a supplemental budget
