What you need   for WW 01: Water-Dependent Application

This application process has changed. Please review the instructions carefully and do not generate a transmittal number for any Chapter 91 applications. 

This application type is only for fill and/or structures for Water-Dependent use. If any component of the project is Nonwater-Dependent or if there are unauthorized Nonwater-Dependent fill/structures at the project site, please contact the Department before initiating the application process.

If the project meets the standards for a General License Certification it is required to be authorized through that process (WW24). Please return to the main Chapter 91 Forms page and select the link to the pre-application form for guidance on whether a project is eligible for the WW24 or the WW06 (Simplified License).

A consultant or other representative may submit the application without the applicant having created an account or signed an authorization. After the initial submittal, Department staff will conduct a preliminary review of the application and send a “Proof of Signature” document that is required to be signed by all applicants (Permittees) and property owners.

  3. Submit the Application and Fee Payment

    1. File online via the EEA ePlace Portal.
    2. For additional guidance on navigating the EEA ePLACE Portal, please follow this link - EEA ePLACE Portal Instruction Documents
    3. You will have the option to pay online by credit card or automated clearing house (ACH) or pay by mail. If you select pay-by-mail option, instructions on how to do so will be provided when you submit your online application.
