Fiscal Year 2026 Chapter 90 apportionment
The Chapter 90 Program provides annual formula funding to cities and towns for transportation infrastructure improvements. Funding levels for the Chapter 90 Program are established on an annual basis. Based on the amount legislatively approved, each of the Commonwealth’s 351 municipalities are allocated a portion of overall program dollars each state fiscal year, which runs July 1 through June 30.
In 2025, the Healey-Driscoll Administration committed $380 million to the Chapter 90 Program, representing a historical $180 million increase from years past. $300 million was approved in the Fiscal Year 2026 Budget, while $80 million was approved in the Fair Share Supplemental Bill.
As detailed in letters sent to municipalities in February 2025, $300 million in Chapter 90 funding is to be distributed via the following method:
- $200 million distributed via a formula of a municipality’s local road mileage (58.33%), population (20.83%), and employment (20.83%).
- $100 million distributed via a formula of local road mileage only.
Per the Fair Share Supplemental Bill, an additional $80 million in Chapter 90 funding is to be distributed via the following method:
- $40 million distributed via a formula of a municipality’s local road mileage (58.33%), population (20.83%), and employment (20.83%).
- $40 million distributed via a formula of local road mileage only.
Local road mileage is gathered from MassDOT’s Road Inventory File. Population data is collected using decennial census data from United States Census Bureau.
