DMH Caring Together Stakeholder Workgroups

The Department of Mental Health (DMH) is seeking input into services that are currently delivered under the Caring Together umbrella (CT). DMH is convening this workgroup as a key means for obtaining stakeholder input. Please note that DMH does not intend to issue an RFI that seeks written comments, as was done with the previous Caring Together procurement. In addition to this workgroup, DMH will conduct five focus groups with families

Background on Caring Together

Caring Together currently includes a range of intensive in-home and out of home treatment services, purchased by both DMH and DCF in varying proportions.  As conveyed in a joint message from DMH and DCF on December 20, 2018, DMH and DCF will issue separate but coordinated procurements for these services.  DMH’s statewide IRTP and CIRT programs were included in the previous Caring Together procurement; however, we anticipate that they will be procured separately in the future. 

Several factors contribute to DMH’s interest in seeking feedback from a representative group of stakeholders.  These include:

  • Feedback gathered over the course of Caring Together, both formal and informal, has highlighted both best practices and opportunities for improvement at all levels of the CT system. 
  • The impact on DMH from the decision to purchase services in a separate but coordinated manner, while also being mindful of the emerging needs and shifting resources in child welfare and the children’s behavioral health system.
  • The evidence-base of effective behavioral health service models and interventions continues to grow and must be considered carefully by a range of perspectives.  
  • The value of utilizing a transparent process that engages diverse stakeholders through a series of meetings to provide iterative input into the development of program models and practices that is both effective and efficient.
