EDIP Incentives Awarded in 2023

The Healey-Driscoll Administration and the Commonwealth’s Economic Assistance Coordinating Council (EACC) approved the following projects for Economic Development Incentive Program (EDIP) in 2023.

Certified Projects

UFP Site Built, LLC (Chicopee) – UFP Site Built’s primary products include the manufacturing of roof trusses, floor joists and wall panels that are sold to the construction industry. Since the company's Belchertown location is inadequate to handle manufacturing products for two of UFP's business lines, the company plans to relocate the site-built manufacturing process to Chicopee. They are looking to lease a 152,000 square foot facility, invest $1.3 million in the property and develop three to five acres of land for exterior storage for lumber. Additionally, they will relocate $5 million of machinery and equipment to Chicopee and invest another $3.5 million in new equipment. This project will result in the creation of 60 full-time permanent jobs, the retention of 60 jobs and a total private investment of $4.9 million. The Commonwealth awarded $975,000 of EDIP tax credits and the City of Chicopee awarded a five-year TIF valued at $32,423.

Windward Power Systems, Inc./Superfly Enterprises LLC (New Bedford) – The company was founded in 2006 and is a veteran-owned, Massachusetts-certified disadvantaged business enterprise. The company has been providing sales, service, and parts support for marine diesel engines, generators, and transmissions. Additionally, it has become a distributor of hydraulic fittings and adapters with the ability to build hydraulic hose assemblies. The company plans to expand into hydraulic tube bending in an effort to diversify and take advantage of incoming wind farm projects in the region. The company has identified a vacant building in New Bedford to use for a new manufacturing division of tube bending and hydraulic hose assembly. With this expansion representing a private investment of $1,995,000, the company will create 11 jobs and retain nine employees. New Bedford has also approved a five-year Special Tax Assessment, which is an agreement between the business and host municipality that applies to the entire assessed value of a parcel, valued at $39,452 and the EACC Board awarded state tax credits of $5,500. The company also plans to use the state’s 10% Abandoned Building Renovation Deduction.

Form Energy Inc. (Somerville) – Form Energy was formed in 2017 by five energy storage veterans. The company is developing a rechargeable iron-air battery capable of continuously discharging electricity for 100 hours at a system cost less than one-tenth the total installed cost of lithium-ion battery technology. The company’s Massachusetts headquarters has grown from 6,000 square feet at Greentown Labs in 2018 to 90,000 square feet in three buildings in 2023. They are in need of additional space, power, and parking. Accordingly, they will be leasing a building in the 180,000 to 220,000 square foot range with the necessary power requirements and infrastructure. The company will create 165 new jobs, retain 209 existing jobs, and make a $73 million private investment in the project. The City of Somerville will make a $300,000 lease subsidy and the EACC Board has awarded tax credits in the amount of $1,237,500.

Isotek Corp. dba Isabellenhuette USA (Swansea) – Isabellenhuette USA is a producer of precision thermoelectric and resistance alloys, passive electronic components, and current measurement sensors for the automotive, aerospace, medical, and energy markets. The company sells, stocks, and distributes products manufactured at their headquarters in Germany. Isabellenhuette has purchased a building and land in Swansea and is planning renovations. The project represents a private investment of $3.2 million and will create 14 new jobs and retain 11 existing jobs. The Town of Swansea has approved a 10-year TIF valued at over $150,000 and the EACC Board has approved $100,000 in tax credits.

Sublime Systems Inc. (Holyoke) – This project will construct and operate a low-carbon cement production facility with estimated capacity of 30,000 tons per year. The company will create 70 new manufacturing jobs. The City of Holyoke approved a 5-year TIF valued at over $351,000 and the EACC approved tax credits of $1,050,000.

Valley Malt LLC (Holyoke) – Valley Malt plans to purchase the building they are currently leasing and add a second malting bin to double their malt production capacity. This project will lead to job creation of five new employees, retention of eight employees and a private investment of $2,445,400. The City of Holyoke approved a 5-year Special Tax Assessment (STA) valued at $95,968 and the EACC approved $75,000 in state tax credits.

Helfrich Brothers Boiler Works Inc. (Lawrence) – Helfrich Brothers Boiler Works hopes to purchase the building adjacent to their headquarters as they are currently short on manufacturing capacity. This expansion will lead to the creation of 60 new jobs, retention of 200 jobs, and require a private investment of $7.6 million. The City of Lawrence has awarded the company a 10-year TIF valued to be almost $70,000 and the EACC approved $725,000 in tax credits.

Blackinton Mill LLC/TOURISTS Welcome LLC (North Adams) – The Blackinton Mill will be redeveloped and will feature a hotel with new loft-style hotel suites to be constructed on all three floors of the 1917 building. The project will lead to the creation of 33 new jobs, the retention of 56 jobs on the campus, and a private investment will be over $17 million. The City of North Adams has awarded a 10-year TIF on both real property as well as personal property estimated to be worth $896,000. The EACC approved tax credits in the mount of $247,500.

SnapLand 59 LLC/DTC Enterprises Inc./3 Keys Cahoots, LLC dba Loophole Brewing (Springfield) – Snapchef plans to renovate a vacant building and will utilize the 10% Abandoned Building Renovation Deduction. The City of Springfield has awarded a 5-year TIF valued at approximately $108,000 and the EACC approved $112,500 in state tax credits.

Desai & Sons Inc. (West Springfield) – Desai & Sons will build a new five-story hotel with 102 rooms. The project is expected to create 23 new jobs and represents a private investment of $23 million. The Town of West Springfield has approved a 5-year TIF valued to be over $250,000 and the EACC has approved tax credits of $65,000.

Feedback Earth Inc. (Grafton) – Feedback Earth was founded by a team from MIT to provide a scale solution for food waste upcycling. The facility uniquely de-packages and pasteurizes the waste to guarantee animal feed safety. This project involves constructing a 6,000 sq. ft. building adjacent to the existing facility that would enable for higher volumes of inbound food waste (7,500 tons per month) with additional truck docks and storage space. The company plans to create 33 new jobs, retain 13 jobs, and make a private investment of $2.5 million. The Town of Grafton has approved a five-year TIF valued at $24,424 and the state approved $495,000 in EDIP tax credits.  

Clean Crop Technologies Inc. (Holyoke) – Clean Crop Technologies uses electricity and food-grade gas to remove contaminants from seeds and foods to increase crop yields, reduce food waste and increase food safety. They have built a state-of-the art 14,000 sq. ft. facility in Holyoke with several high-tech labs and an in-house rapid prototyping shop. They plan to grow their tolling line capacity with the addition of five new machines in 2024. The company has worked closely with UMass Amherst's Institute of Applied Life Sciences and has a current partnership with Springfield Technical Community College to develop a training program for technicians. The company will create nine new jobs, retain 18 current employees, and make a private investment of $1.1 million. The municipal utility, Holyoke Gas & Electric, is offering a 10 percent utility savings over the first three years estimated to be worth $233,000 and the EACC approved tax credits in the amount of $135,000.

Performance Food Group Inc. (Springfield) – Performance Food Group is an industry leader and one of the largest food and foodservice distribution companies in North America. The company’s Springfield location is currently experiencing capacity issues. An expansion of the facility will allow the business to continue to grow and create additional jobs. The company seeks to expand the facility by 125,000 to 150,000 sq. ft., invest more than $36 million, add 131 employees within the first five years, and retain 366 employees. The City of Springfield has approved a 10-year TIF valued at $4.9 million, and the EACC has awarded $1,637,500 in tax credits.

Local Incentive Only Projects:

Electric Hydrogen Company (Devens) – Electric Hydrogen is on the leading edge of the green hydrogen industry and is focused on bringing to market new electrolyzer technology that provides zero-carbon generation of hydrogen for industrial applications. Founded in December 2020, the company has headquarters in Massachusetts and California and is backed by the most prolific capital and strategic partners in the field of clean technology. The proposed manufacturing process facility would include a fit-out of 187,000 square feet of space, including tenant improvements totaling $48.2 million and equipment for manufacturing totaling about $50.3 million. This project will create 70 new permanent full-time jobs and retain 15 employees. It represents a private investment of $90 million. Devens awarded the project a five-year TIF valued at $1,920,949.

SMC Ltd./Mack Devens Development LLC (Devens) – Founded in 1988 and headquartered in Wisconsin, SMC is a privately held, global manufacturer and leader in medical device development and automated assembly technology solutions. The company currently occupies 220,000 square feet of manufacturing space in a 300,000 square foot building in Devens. Due to customer demand, SMC needs additional space and now plans to expand their manufacturing footprint to include medical device manufacturing at their existing location. This project will result in the creation of 100 new permanent full-time jobs, the retention of 412 employees and a private investment of $20 million. Devens has awarded the project a 10-year TIF valued at approximately $619,080.    

Flagship Pioneering Labs TPC Inc. (Andover) – Flagship Pioneering is a leading bio platform innovation company that conceives, creates resources, and develops breakthrough innovations in unexplored domains of human health. The company is looking to create a 450,000 square foot, state-of-the-art bio manufacturing and R&D global center of excellence focused on pre-clinical and clinical development, analytics and GMP manufacturing RNA/DNA, gene and cell therapies, and microbiome therapeutics. The physical site will support the co-location of up to seven Flagship Companies on a single site with Flagship centralized services and select strategic supply chain partners. The project is expected to create 600 new jobs and represents a private investment of $403 million. Andover has approved a 20-year TIF expected to save the company $17.8 million in property taxes over the life of the TIF.

KARM Hospitality LLC (Brockton) – KARM Hospitality is a family business proposing to build a new 39,400 square foot, 78-room hotel that will represent a total private investment of $10 million. The hotel will have amenities such as a fitness center, indoor pool, and outdoor patio.  The hotel will be operated by a third-party management company and the location was chosen for the close proximity to Route 24. The City of Brockton has approved a 10-year TIF estimated to be valued at over $431,000.

Analog Devices Federal LLC - 20 Alpha Road (Chelmsford) – With the recent implementation of the CHIPs Act, Analog Devices understands the need to innovate and increase the resiliency of the US supply chain to ensure uninterrupted delivery of advanced systems that protect national security. The semiconductor modules produced at 20 Alpha Road contain multiple highly integrated components that are critical to Department of Defense programs.  The proposed project would involve a capital investment of ~$71 million to repurpose the existing footprint of the facilities and installing new equipment and technology.  This project will create 111 new jobs, retain 207 jobs and the Town of Chelmsford has approved a 10 Year TIF estimated to be valued at $585,000.

Analog Devices Federal LLC - 2 Elizabeth Drive/Analog Devices Inc. (Chelmsford) – Analog Devices is undertaking an additional capital project related to the 2 Elizabeth Drive facility to convert existing office space to cleanroom and lab space to accommodate the site's manufacturing capacity, including 7,800 square feet of secure test space and 9,700 square feet of unsecured test space. The project represents a capital investment of $21 million, will create 22 new jobs, and retain 158 existing jobs. The Town of Chelmsford has approved a 10-year TIF valued at $960,000.

Granite Cove Equities LLC/Granite Cove Venue LLC dba The Cut (Gloucester) – This vacant building is being rehabilitated as a restaurant, bar, music studio, and entertainment venue. The project is a 22,000 square foot building that has been in need of repair for many years. Updates include a new roof, new HVAC, new fire suppression, and upgrades to electric and plumbing systems, the elevator, front facade, flooring, stage, sound and lighting systems, and the installation of a full commercial kitchen. The result will include a 165-person restaurant/bar and a 500-person multi-purpose venue. This project will result in the creation of 40 new jobs and represents a private investment of $10.4 million. The City of Gloucester has approved a 5-year TIF valued at $48,504. The company plans to take advantage of the Commonwealth’s 10% Abandoned Building Renovation Deduction.

ModernaTX Inc. (Marlborough) – Founded in 2010 and headquartered in Cambridge, ModernaTX Inc. is a biotechnology company that produces RNA (mRNA) therapeutics and vaccines. The proposed project would build out 149 Hayes Memorial Drive to create an mRNA manufacturing facility with process equipment including a full manufacturing clean room environment, labs, a warehouse, offices for manufacturing and engineering personnel, and a small food service area. The project will result in the creation of 200 new jobs and a private investment of over $250 million. The City of Marlborough has awarded the project a 20-year TIF valued at over $12.6 million.

37 Park Street Partners LLC (Fall River) – This project will rehabilitate 59,000 square feet of a historic building from its former use as a high school and nunnery into a medical an administrative office space for St. Anne's Hospital. The project will create 11 new jobs and require a private investment of $18 million. The City of Fall River awarded a 7-year TIF valued at over $40,000. The project plans to use the state's 10% Abandoned Building Renovation Deduction. 

Fall River Five Cents Savings Bank dba BankFive (Fall River) – The company is proposing a $12 million investment to construct a 1,600 square foot expansion and equipment purchase to upgrade and expand its corporate headquarters on Main Street. The expansion is forecasted to create five new jobs and retain 122 jobs. The City of Fall River has awarded a 7-year TIF of approximately $70,000.    

AJ Seabra Supermarkets XV Inc. / AMS Massachusetts Holdings LLC (Framingham) – The company has proposed plans to relocate and expand its operations in Framingham. This expansion will result in the creation of 15 new jobs, the retention of 20 jobs, and the private investment of $8.5 million. The City of Framingham has approved a 7-year TIF on both real property and personal property valued to be over $1.3 million.

EyePoint Pharmaceuticals US Inc. (Northbridge) – EyePoint Pharmaceutical seeks a location to establish a new 40,000 square foot manufacturing facility to supplement its existing production, assembly, and packaging operations in Watertown. The company will create 45 new jobs and make a private investment of over $30 million. The City of Watertown has approved a 15-year TIF valued at almost $1.9 million.

Bousquet Sport Enterprise LLC (Pittsfield) – Bousquet Sport Enterprise is planning a significant expansion and renovation of their existing 45,000 square foot facility. They will increase square footage by 15,000 square feet and create six new indoor pickle ball courts. The company will create 18 new jobs and retain nine employees while making an $18 million private investment. The City of Pittsfield has approved a 10-year TIF valued at almost $195,000. 

Salem Wind Terminal LLC (Salem) – Crowley Wind Services and the City of Salem are partnering to develop and service marine and supply chain infrastructure for future port activities. The company plans to create five jobs, although they forecast 150-200 indirect full-time jobs will be created upon project completion. The private investment is expected to be $170 million, and the City of Salem has awarded a 20-year TIF valued at over $53 million.

Big Y Foods Inc. (Uxbridge) – Big Y Foods Inc., one of the largest independently owned supermarket chains in New England, plans to invest $23 million for the new construction of a 55,000 square foot, state-of-the-art, full-service supermarket and create 35 new jobs. The Town of Uxbridge approved a 10-year TIF valued at over $1.2 million.

Air Energy Group LLC (Brockton) – Air Energy is a leading manufacturer of innovative compressed air and vacuum systems and specialized containers. Due to increased customer demand, Air Energy needs to expand and increase its real estate footprint. The company has proposed plans to relocate and consolidate its Massachusetts and Rhode Island operations to a new location. The proposed project consists of leasing an estimated 75,000 sq. ft. of space within an estimated 150,000 sq. ft., newly constructed building for its corporate headquarters and manufacturing operations. The company will create 43 new jobs, retain 59 jobs, and invest $21.8 million. The City of Brockton approved a seven-year TIF estimated to be worth $719,403.

Sartorius Stedim North America USA Inc. (Marlborough) – Sartorius Stedim is a sales and service company, specializing in single-use products and equipment for the manufacture of biologics. The expansion is a 60,000 sq. ft. project to build R&D, GMP manufacturing and services support for customers. Included in these capabilities will be corporate research, process development, product development, separations services and applications Services. The construction and facility include expansive facility improvements to convert the office building to a lab/office facility. This expansion will lead to 120 new jobs and a private investment of $100 million. The City of Marlborough approved a five-year TIF valued at over $1.1 million.

Factory Mutual Insurance Company (Norwood) – Founded in 1835, the company is a mutual insurance company based in Johnston, Rhode Island, with offices worldwide specializing in loss prevention services. Currently settled on a four-building campus in Norwood, the proposed project would create a world-class, state-of-the-art facility that would replace an existing 140,000 sq. ft. structure with a 320,000 sq. ft. R&D center. The newly designed building would feature more than two and a half times the amount of dedicated R&D lab space. The company plans to create 20 new jobs, retain 351 employees and make a $593 million private investment. The Town of Norwood has approved a 20-year TIF valued at $5.4 million.

Prysmian Cables & Systems USA LLC (Somerset) – Prysmian Group is world leader in the energy and telecom cable systems industry. Prysmian Group will be investing $300 million to build a new submarine cables factory at Brayton Point, partnering with the state and the Town of Somerset to create a supply hub for essential components for renewable energy production to support the country’s energy transition. The Brayton Point plant will be a state-of-the-art manufacturing facility on 47 acres and the first location in North America with the capability to produce advanced submarine cable products. The project will create 175 new jobs with a $300 million private investment from the company. The Town of Somerset has approved a six-year TIF valued at over $20.4 million.

Cambridge Isotope Laboratories Inc. (Tewksbury) – Cambridge Isotope Laboratories has been in Massachusetts for more than 40 years. The company specializes in creating isotopically labeled compounds that have a variety of uses including the production of sensitive electronics, testing for environmental contaminants and providing critical material used to diagnosis Helicobacter Pylori in humans. The proposed 70,000 sq. ft. renovation will convert an existing office building to chemistry lab space. The company plans to add 27 new jobs, retain 70 jobs, and make a $40 million private investment. The Town of Tewksbury has approved a 10-year TIF worth $5.1 million.
