FY2025 Community Preservation State Match Distributed

This article provides an update on the FY2025 Community Preservation state match distribution. It highlights data related to the trust distribution amounts and links to important calculation information and previous years' distribution.

On November 15th, the Bureau of Local Payments (BLP) distributed the FY2025 state match from the Community Preservation Trust Fund (Trust). This year’s distribution from the Trust totals $47,413,415.

The trust fund receives revenue from surcharge on documents filed at the Registry of Deeds. When there are insufficient funds to match 100% of the surcharge collected, the Community Preservation Act (CPA) authorizes three levels of state match.

The first level (round) allocates 80% of the fund balance to provide all eligible communities with a base match. The remaining balance is allocated in two additional rounds called the equity distribution and surplus distribution. The additional rounds are only paid to communities that have adopted the CPA at 3%. Of the 195 communities eligible this year, 78 have a 3% CPA surcharge rate and received allocations from all three rounds. In addition, a community adopting a lower percentage could be eligible for the second and third round if the two following conditions are met:

  • The CPA was approved by the voters as a “blended” version
  • The community appropriates additional local dollars to bring the match up to 3%

In FY2025, the base match equals 18.06% of the local surcharge committed (net of abatements and exemptions). In the first round, $41,633,840 was paid across all CPA communities. 78 communities received distributions from rounds two and three amounting to $3,642,633 and $2,136,942, respectively, making the total state match $47,413,415.

Of the 195 communities receiving a state match in FY2025, 117 only received the base match of 18.06%, eight of them received 100% and seven received a state match of 50% or higher.
