Guide to engineering restrictions

Learn more about the different classes of engineering restrictions in Massachusetts.

Class 1: Hoisting

  • 1A: All friction clutch machines and all derricks (including tower cranes, guy derricks, stiff legs, Chicago booms, gin poles), lattice booms, and equipment listed in classes 1B,1C, 1D, 4B, 4C, 4D, 4E, 4F, and 4G.
  • 1B: All equipment having telescoping boom and wire rope, and equipment listed in class 1C, 1D, 4B, 4C, 4E, and 4F.
  • 1C: Equipment with hydraulic telescoping booms and any other hydraulic equipment designed for the purpose of hoisting, excluding those with wire rope hoist lines and equipment listed in class 1D.
  • 1D: General industrial warehouse Fork Lift equipment primarily used in indoor facilities. 

Class 2: Excavating

  • 2A: All crawler and rubber tired excavators and backhoes with manufacturer approved attachments, and equipment listed in classes 2B, 2C, and 2D.
  • 2B: Combination loader/backhoe machines with manufacturer approved attachments, and equipment listed in Class 2C and class 2D.
  • 2C: Front end loaders with manufacturer approved attachments, and equipment listed in Class 2D.
  • 2D: Compact hoisting machinery with a gross vehicle weight not exceeding 10,000 pounds, excluding Class 1, Class 3, and Class 4 hoisting machinery as listed in 230 CMR 6.10 with manufacturer approved attachments.

Class 3: Electric and Pneumatic

  • 3A: Overhead gantry cranes, marine lifts, jib cranes with no load charts, and electric or air driven “tugger” type hoists. 

Class 4: Specialty

  • 4A: [Type 4A licenses were eliminated in 2016]
  • 4B: Drill Rigs and Pile Drivers (including crawler rock drills and top hammer drill rigs).
  • 4C: Pipeline Side booms.
  • 4D: Concrete Pumps.
  • 4E: Catch Basin Cleaner.
  • 4F: Sign Hanging Equipment lifting loads less than 1,000 pounds or ½ ton.
  • 4G: Specialty Side Boom Mower. 

Other classes

  • HA Hoisting Apprentice: Must be Registered with the Department of Labor and Workforce Development. Enables the license holder to operate hoisting machinery during the training period, provided that the holder operates the hoisting machinery only while under the direct guidance of a duly licensed person who is not an apprentice.
  • HEML Municipal Limited: For use by operators employed by a municipal public works department, solely within the scope of their municipal employment, to operate hoisting equipment under the following restrictions: 1C, 2B, and 4G.
