The Executive Office of Housing and Livable Communities (HLC) Housing Development Division is excited to announce the launch of a new application portal and grant management system for tax credits and housing subsidies. Access the new Housing OneStop here.
System Design
Over the last two years, HLC has completely re-examined, redesigned, and rebuilt the system used for submitting applications, documentation, and requisitions. Sponsors can look forward to a modernized interface, faster load times, simplified data entry formats, and options to override calculated fields. Consultants and quasi-public agencies will have easier access to applications and supporting documentation. Stakeholders will have access to more complete and accurate data about the homes that are created or preserved thanks to HLC's support.
The design of the new system was driven by more than a year of research, business process discussions, testing, and feedback from HLC staff and external users. Based on this research, HLC created a new system that focuses on core functions such as applications, uploads, and requisitions.

What is changing?
The new Housing OneStop application will replace many of the processes currently handled through the existing Intelligrants platform. That platform will be this fall. The new system is intended to provide a more modern and efficient experience for applicants, sponsors, consultants, quasi partners, and HLC staff.
The new HLC Housing OneStop introduces several changes from the current process:
- Users will log in using the single sign-on service at MyMassGov. The process will require two-factor authentication and will make it much easier to reset lost or forgotten passwords
- Organizations will be able to manage their own users. Admins can approve new users in their organization, set their permission levels, and remove users who should no longer have access
- Sponsor organizations will assign consultants to their projects when necessary
- Applications have been updated, including some questions, logic, calculations, and document requirements
- A new 'crosswalk' template will provide a simpler input table for project data
What do I need to do? (July 2026 version)
Sponsors
- Identify who should serve as your organization’s admin user
- Create a business account on MyMassGov with your work email
- Complete the HLC Housing OneStop registration when instructed
- Approve users from your organization
- Assign consultants to projects, if applicable (consultants will no longer need to be part of your organization)
- Attend the sponsor training sessions
- Review migrated project data when/if HLC asks you to do so
Consultants
- Identify who should serve as your organization’s admin user
- Create a business account on MyMassGov with your work email
- Complete the HLC Housing OneStop registration when instructed
- Approve users from your organization
- Confirm whether you are working on behalf of a sponsor or HLC
- Attend the appropriate training session(s)
Quasis
- Identify who should serve as your organization’s admin user
- Create a business account on MyMassGov with your work email
- Complete the HLC Housing OneStop registration when instructed
- Approve users from your organization
- Attend the appropriate training session(s)
- Review submitted applications and projects once they are available

Data migration of projects
Sponsors of projects that are already in progress will receive project-specific instructions for the transition to the new system. Until you receive project-specific instructions:
- Continue submitting requisitions in the existing Intelligrants system
- As HLC migrates data, be prepared to review and confirm migrated project information, if applicable
- Watch for additional communications from HLC around timing and next steps
