Requirements to become a certified reinsurer in Massachusetts are specified in M.G.L. c. 175, § 20A and 211 CMR 130.07.
The following items are required to be submitted by a company applying to become a certified reinsurer in Massachusetts:
- A Uniform Application Checklist for Certified Reinsurers, including all required documentation. Please forward an original and one copy of the application and all required documentation.
- A properly executed Form CR-1 – Certificate of Certified Reinsurer
- A check payable to the Commonwealth of Massachusetts-Division of Insurance for $1,000 for the nonrefundable Application Examination Fee.

Certified Reinsurers Pending Applications
The Commissioner of Insurance shall post notice on the Division’s website upon receipt of any application for certification. The Commissioner may not take final action on the application until at least thirty (30) days after posting the notice.
Any person who objects to an applicant listed above being approved as a certified reinsurer in Massachusetts should address written comments, specifying with reasonable detail the nature of the objection, to the Company Licensing Section of the Massachusetts Division of Insurance by mail at the address above or by email at companies.mailbox@state.ma.us. Objections are to be received by the response deadline date mentioned above.
