Executive Director

Position Summary

The Milton Retirement Board is seeking a qualified and experienced professional to serve as Executive Director of the Milton Retirement System. Reporting directly to the Retirement Board, the Executive Director is responsible for the daily administration and operation of the Retirement System in accordance with Massachusetts General Laws Chapter 32, Public Employee Retirement Administration Commission (PERAC) regulations, and the policies and procedures established by the Retirement Board. The System’s funds are fully invested with the Pension Reserves Investment Trust (PRIT), and the system is fully funded.

The Executive Director provides professional and responsive service to active members, retirees, beneficiaries, and Board members and works closely with the System's actuary, legal counsel, and other professional advisors.

Salary Range

$100,000 - $150,000 / year

The base salary range listed represents the good faith estimate for this position at the time of posting. Final salary offers are determined based on factors including, but not limited to, the candidate's relevant skills, experience, and qualifications.

Essential Duties and Responsibilities

  • Manage the day-to-day operations of the Retirement System and oversee Retirement Board staff.
  • Provide retirement counseling and assistance to active members, retirees, and beneficiaries regarding eligibility, benefit calculations, retirement options, survivor benefits, and other provisions of Massachusetts Geneal Laws Chapter 32.
  • Calculate and process retirements, including Superannuation, Accidental Disability, Ordinary Disability, Accidental Death, and Involuntary Retirement benefits.
  • Process retirement applications, benefit estimates, transfers, refunds, buybacks, and purchases of prior creditable service.
  • Maintain accurate member and retiree records, including annuity savings and retirement accounts, using pension administration software.
  • Prepare and process monthly retirement payroll and related tax reporting, including 1099-Rs.
  • Oversee the Retirement System's accounting functions, including cash receipts, disbursements, general ledger, reconciliations, and financial reporting.
  • Prepare required annual reports, financial statements, and filings for PERAC.
  • Coordinate with investment managers, the investment consultant, actuary, legal counsel, auditors, and financial institutions to ensure accurate and timely financial and administrative reporting.
  • Prepare official agendas and comprehensive board packets for Retirement Board meetings. Attend all meetings, record official minutes, and execute all formal directives of the Board in strict compliance with the Massachusetts Open Meeting Law and Public Records Law.
  • Maintain strict confidentiality of all member personal data, medical hearing records, and sensitive financial information.
  • Perform other duties assigned by the Retirement Board.

Qualifications

  • Bachelor’s degree in Accounting, Finance, or a related field; equivalent relevant experience may be considered.
  • Minimum of four years of progressively responsible experience in retirement administration, accounting, finance, or a related field.
  • Three to five years of experience administering a Massachusetts Chapter 32 retirement system is preferred.
  • Strong knowledge of Massachusetts General Laws Chapter 32 and PERAC regulations is preferred.
  • Excellent mathematical, analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills, with the ability to explain complex retirement matters clearly and professionally.
  • Proficiency with Microsoft Word and Excel and experience with pension administration software; PTG experience preferred.
  • Ability to work independently, exercise sound judgment, manage multiple priorities, and maintain confidentiality.
  • Strong customer service and interpersonal skills.
