Learn About the Lease Program

The Office of Vehicle Management (OVM) offers a Lease Program where OSD secures funding to purchase vehicles on behalf of Commonwealth Agencies or Departments. Agencies then repay the acquisition, financing, and maintenance costs to OSD/OVM over the first 60 months (5 years) of the vehicle’s lifecycle, via the chargeback process.

Lease Program

  • Available only for vehicles and vehicle-related equipment on a departmental or Statewide Contract where OSD is identified as an authorized purchaser.
  • Agencies wishing to participate must execute a Master Vehicle Lease and Assignment Agreement prior to submitting vehicle requests to OVM. Contact the Lease Administrator to initiate. 
  • Vehicle requests submitted to OVM will undergo the standard review and approval process, including application of the current acquisition hierarchy path. 
  • Vehicle requests must be submitted to OVM in a manner that allows time for review, approval, order, production, and delivery of each vehicle, including upfit if applicable.
  • Vehicle requests must be approved by OVM and the Financial Signatory Authority of the requesting agency or department (Agency CFO).
  • Agencies must certify that sufficient funding for repayment of each leased vehicle is available.
  • Alternatively, OVM may exercise its authority to direct Agency acquisitions to ensure the efficient and economical management of the Commonwealth fleet.

Leased Electric Vehicle Inventory (LEVI) Program

In support of Executive Order 594 and to assist agencies in offsetting post-COVID delays in vehicle production, OVM has pre-ordered several Zero Emission Vehicles (ZEVs), which consist of Battery Electric Vehicles (BEVs) and Plug-in Hybrid Electric Vehicles (PHEVs). LEVI Program units are standardized and typically equipped with safety features, such as blind spot monitoring, lane departure warning, collision detection, parking assistance, etc., as available, and options to help reduce battery drain, such as heated seats and steering wheels. Maintenance and Repair Services for Leased Vehicles

In addition to acquisition financing, OVM includes preventive maintenance and repair for leased vehicles.

A Maintenance and Repair Fee is charged to cover the expected maintenance costs for each leased vehicle.

Expected costs will not cover the following:

  • Cosmetic or rust repairs, including mirrors and glass.
  • Damage due to accidents or vandalism, regardless of fault.
  • Interior damage, such as upholstery, floor mat, door panel, dash, glove box, or console damage.
  • Radio, communications, or navigation equipment.
  • Keys, interior caging, or security devices.
  • Any vehicle cleaning.
  • Repair or replacement of additional equipment, such as plows, sanders, lights, lifts, and/or telematics devices. 
  • Loss or damage to personal items.

The Agency or Department assigned the leased vehicle is responsible for any of the repairs noted above. Important: If any repairs are required as a result of negligence or intentional or willful conduct, including those due to Agency or Driver action/inaction, those costs are the responsibility of the assigned Agency.
