Local Consumer Programs 2025 Call for Applications

Learn how to submit an application for the FY2026 Local Consumer Program (LCP) Grant offered by the Attorney General's Office.

The Massachusetts Attorney General’s Office (AGO) is pleased to announce the 2025 Call for Grant Applications for the Local Consumer Program. The grant provides funding to organizations that offer programs aimed at resolving consumer issues through advocacy efforts. 

Before applying, applicants should review the full list of grant requirements in the Call for Grant Applications.

The AGO will hold an informational session on April 8, 2025, at 11:00 a.m. regarding the Local Consumer Program and application process. All interested applicants are encouraged to attend and register here.

Grant Award Information

The AGO anticipates grant awards to range from $40,000 to $125,000. Funding decisions will be based on: 

Applicant Eligibility

The following entities are eligible to apply for grant funding:

  • 501(c)(3) organizations in good standing with the AGO’s Non-Profit/Public Charities Division and the IRS.
  • Local governmental agencies (e.g., District Attorney’s Office, Mayor’s Office, Town Office of Elder Affairs)
  • Colleges and universities. 

Non-profit organizations that are public charities (generally speaking, public charities have 501(c)(3) status) must be in full compliance with the statutory requirements set forth in G.L. ch. 12, secs. 8E and 8F, and G.L. ch. 68, sec. 19, including initial registration and filing of annual financial reports with the AGO’s Non-Profit Organizations/Public Charities Division. Public charities must also comply with obligations and reporting requirements set by the Internal Revenue Service. As of September 2023, the Non-Profit Organizations/Public Charities Division requires all charitable registrations and annual filings to be made through the Charity Portal. Program Standards and Responsibilities

Applicants must accept and implement the Local Consumer Program Grant Standards and Responsibilities in full. By accepting funds, applicants agree to follow the Program Standards and Responsibilities in their entirety. Deviation from the Standards and Responsibilities or the program plans and expenditures outlined in the organization's application may be grounds for funding termination, reduction, or suspension. Disbursement of funds may be conditioned upon programmatic or budgetary changes requested by the AGO.

If a grantee fails to implement the Standards and Responsibilities at any point during the grant year, the grantee may forfeit additional disbursements under the grant and be precluded from consideration for future grant opportunities. Applicants should review the LCP Standards and Responsibilities in the Documents section below prior to submitting their applications.

Submission Instructions

  • The AGO uses a grant management software system which allows organizations to submit their grant applications online. Prospective applicants may access the application here.
  • New applicants will be asked to create a free online account. Any applicant that has applied for any AGO grant using the online Grant Applications Portal may log into its existing account. All applicants should confirm their contact information is current on their applicant profiles.
  • Grant applications with accompanying proposals must be delivered electronically through the AGO’s grant application website by 5:00 P.M. on April 30, 2025.
  • Applications received after the deadline will not be reviewed.
  • Applications will not be accepted in any other format. 
  • Once applicants have started an application, the application may be saved and returned to later. 
  • Confirmation of Receipt: Applicants typically receive an email confirmation within 48 business hours; if one is not received, please email the AGO Grants Team at AGOgrants@mass.gov.
  • If the applicant experiences issues with the portal, they should email AGOgrants@mass.gov or call (617) 963-2797 for assistance. The AGO encourages applicants to upload documents in advance of the deadline to avoid last minute submission issues.

All submitted responses and information are subject to the Massachusetts Public Records Law, M.G.L. c. 66, § 10, and M.G.L. c. 4, § 7, cl. 26. Applicants should not submit any personal, medical, or other sensitive information.
