Using a collaborative approach, partnerships across city, state and federal agencies, private organizations, businesses and individuals, develop, build and strengthen their relationships with the common goal to create a seamless system of care for children from birth until they enter kindergarten. 

Partners include representation across early childhood education; physical, mental and public health; social services; local government; and families or other caregivers. Collaborations in Chelsea and Springfield participate in the nationally-led Collaborative Innovation and Improvement Network (CoIIN).  MECCS collaborations are developing two-generation approaches to improving young children’s developmental skills; and are strengthening provider use of data to enhance program delivery and address service gaps.
