Request Technical Assistance
A process for communities to request technical assistance from MassDOT’s Municipal Planning and Support Group is under development. In the meantime, if you would like to request support from MassDOT on any federal grant-related matters, please contact Derek Krevat, Manager of Municipal Planning and Support, and Derek.Krevat@dot.state.ma.us.
Activities MassDOT’s Municipal Planning and Support Group Can Assist With:
- Letters of Support: Drafting and issuing MassDOT letters of support for grant applications to demonstrate agency endorsement.
- Eligibility Guidance: Assisting municipalities in determining eligibility for federal discretionary and formula funding programs under the Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), and other federal programs.
- Grant Application Assistance: Providing technical assistance in drafting and reviewing grant applications, including project descriptions, budgets, and responses to merit criteria.
- Match Funding Coordination: Advising on strategies to identify and secure local, state, or other match funding for federal grant applications. Coordinating with state funding programs to ensure alignment with grant application requirements.
- Pre-Application Consultation: Assisting with pre-application processes, such as verifying readiness, compiling required data, and assembling application materials.
- Stakeholder Engagement: Supporting municipalities in coordinating with regional stakeholders, such as Metropolitan Planning Organizations (MPOs), Regional Planning Agencies (RPAs), and adjacent municipalities. Facilitating partnerships with MassDOT divisions, the MBTA, and other state and federal agencies to strengthen applications.
- Grant Tracking and Updates: Providing information from a database of active and upcoming grant opportunities and sharing updates with municipalities. Helping communities track the status of submitted applications and awarded funds.
- Project Readiness Support: Reviewing projects to identify gaps in readiness (e.g., environmental clearances, design status, cost estimates) and recommending next steps to enhance competitiveness.
- Compliance Guidance: Assisting municipalities with understanding and meeting federal grant compliance requirements, including those related to NEPA, Buy America, and Title VI.
- Post-Award Support: Helping municipalities manage awarded grants, including guidance on reporting, documentation, and financial oversight to ensure compliance with grant terms.
