Municipal and State Departments

Municipal and state departments may purchase naloxone through the DPH State Office for Pharmacy Services (SOPS) at the public interest price. Naloxone formulations that are FDA-approved for Over-the-Counter (OTC) sales do not require a Massachusetts Controlled Substance Registration for possession and administration of naloxone and are available for purchase.

Prior to placing an order, please determine the shipping address and contact information for any naloxone orders. Payment is required from the customer prior to shipment of product. To place an order, or to inquire about updated naloxone costs through SOPS, please contact Scott Brody at scott.brody@mass.gov

All Other Entities

Naloxone formulations that are FDA-approved for Over-the-Counter (OTC) sales may be purchased through any preferred retail store, including online retailers.

Healthcare providers such as hospitals and health clinics may order naloxone for patient administration from their preferred medical supply wholesalers and prescribe naloxone to patients to ensure they receive naloxone from the pharmacy at discharge.

Entities that are not are not able to purchase naloxone through the SOPS bulk purchasing program, medical wholesalers, or retail stores may be eligible for the Community Naloxone Program (CNP). For more information on the Community Naloxone Program, please visit our webpage.
