Notice of Intent to Utilize National Highway Traffic Safety Administration (NHTSA) Funding for Program Assessment

This announcement serves as notice of intent to utilize federal grant funds.

This notice serves to inform stakeholders and any interested parties that the Office of Grants and Research (OGR), in accordance with 23 CFR 1300.21(e), intends to utilize federal grant funds received from the National Highway Traffic Safety Administration (NHTSA), in the amount of $15,600.00 to conduct a NHTSA-facilitated assessment of the Occupant Protection Program.

As part of the assessment, NHTSA will identify a team of non-federal subject matter experts along with an administrative consultant to review program material, conduct presentations, and interview key state personnel and other stakeholders to gather necessary information to assess the program’s outcomes, impacts, and alignment with established federal objectives. The assessment will provide data-driven recommendations for enhancing the program’s effectiveness and efficiency.

The anticipated period of performance will be from Monday, February 9, 2026 to Friday, February 13, 2026. For any questions regarding this Notice of Intent, please email Robert Smith at: Robert.J.Smith1@Mass.Gov.
