All designated agencies are required to submit an annual plan which includes goals and performance measurements to evaluate progress. Agencies covered by the Office of Performance Management and Oversight are actively committed to aligning their efforts with the Commonwealth’s economic development strategy.
The following agencies fall under the Office of Performance Management and Oversight, created by Section 16G of Massachusetts General Law.
Mass Development
Mass Development is the Commonwealth’s economic development and finance authority, MassDevelopment is committed to achieving three goals: stimulating business, driving economic growth, and helping communities thrive across Massachusetts.
Mass Technology Collaborative
Massachusetts Technology Collaborative is a public economic development agency charged with supporting an environment for innovation economy growth.
Massachusetts Growth Capital Corporation
Massachusetts Growth Capital Corporation is a small business loan fund providing working capital to small businesses, minority owned and women owned businesses, to create and maintain jobs in the Commonwealth. Massachusetts Growth Capital Corporation lends to businesses unable to access credit from traditional lenders or are unable to get additional credit from an existing lender. Each loan is customized to solve a specific financing problem using term loans, lines of credit, partial and limited guarantees, over advances, contract financing, or a combination of these tools.
Mass Ventures
MassVentures a quasi-public corporation that meets capital needs in the Massachusetts innovation economy, providing seed and early-stage venture funding to high growth startups as they move from concept to commercialization.
Massachusetts Life Sciences Center
The Massachusetts Life Sciences Center (MLSC) is an investment agency that supports life sciences innovation, education, research & development, and commercialization.
Commonwealth Corporation
Commonwealth Corporation strengthens the skills of Massachusetts youth and adults by investing in innovative partnerships with industry, education and workforce organizations. Commonwealth Corporation designs and executes workforce programs in partnership with businesses, educators, and providers.
Massachusetts Clean Energy Center
Massachusetts Clean Energy Center is a state economic development agency dedicated to accelerating the growth of the clean energy sector across the Commonwealth to spur job creation, deliver statewide environmental benefits and to secure long-term economic growth for the people of Massachusetts.
Massachusetts Clean Energy Center works to increase the adoption of clean energy while driving down costs and delivering financial, environmental, and economic development benefits to energy users and utility customers across the state.
Massachusetts Small Business Development Center (Export Center)
The Massachusetts Small Business Development Center helps businesses succeed in Massachusetts by providing free, confidential, one-to-one business assistance and free or low-cost educational training programs to prospective and existing small businesses throughout the Commonwealth. The Massachusetts Small Business Development Center fosters the start, growth and sustainability of small business by providing high-quality, in-depth advising, training and capital access. Areas of assistance include, but are not limited to: business plan development, preventure feasibility, cash flow analysis, personnel and organizational issues, conventional and non-conventional financing, marketing, international trade, SBIR and government procurement.
Community Economic Development Assistance Corporation
The Community Economic Development Assistance Corporation serves as a financial and technical assistance resource to non-profit organizations engaged in effective community development. The Community Economic Development Assistance Corporation is a public-private community development finance institution (CDFI) that provides technical assistance, pre-development, acquisition and permanent lending, and consulting services to non-profit organizations involved in affordable housing development or preservation and capital improvements to child care facilities. These organizations may include community development corporations, non-profit developers, and tenants’ associations.
Massachusetts Convention Center Authority
The Massachusetts Convention Center Authority generates regional economic activity by attracting conventions, tradeshows, and other events to its world-class facilities while maximizing the investment return for the residents and businesses in the Commonwealth of Massachusetts.
Massachusetts Cultural Council
Massachusetts Cultural Council is a state agency that promotes excellence, education, diversity, and inclusion in the arts, humanities, and sciences to foster a rich cultural life for all Massachusetts residents and contribute to the vitality of our communities and economy. The Massachusetts Cultural Council pursues this mission through a wide range of grants, initiatives, and advocacy for artists, communities, organizations, and schools. We work with partners in government, the cultural community, and across sectors, to increase public and private investment in the arts, humanities, and sciences.
Massachusetts Port Authority
Massport operates an integrated transportation system that delivers world-class safety, security, facilities, and customer services in an environmentally responsible manner. The Authority’s facilities include airport properties, comprising Boston-Logan International Airport, Worcester Regional Airport and Laurence G. Hanscom Field (“Hanscom Field”); maritime properties including the Paul W. Conley Marine Terminal (“Conley Terminal”); the Flynn Cruiseport Boston at the Black Falcon Terminal (“Flynn Cruiseport Boston”); and various maritime and industrial port properties, located in Charlestown, South Boston and East Boston; and various commercial and residential properties, located primarily in South Boston and East Boston.
Commonwealth Marketing Office
The Commonwealth Marketing Office is part of the Massachusetts Marketing Partnership. Its focus is to coordinate marketing efforts on behalf of Massachusetts Marketing Partnership, with an emphasis on economic development in the areas of tourism, sports, film, international investment and business development. The Commonwealth Marketing Office works with departments across the administration, and with businesses, nonprofits, tourism entities and others to promote Massachusetts in a broad-based, positive way. Commonwealth Marketing Office’s role is to help create marketing products and strategies for strengthening the Massachusetts brand, and in a practical way, to supply marketing materials to be used at conferences, meetings, media visits and other purposes.
Massachusetts Office of Business Development
Massachusetts Office of Business Development serves as the umbrella organization for all business development activity on behalf of the state. The Commonwealth is divided into six regions, each led by a regional Director who reports to Executive Director.
Massachusetts Office of Business Development offers a range of expertise and services to help business flourish in Massachusetts. Massachusetts Office of Business Development’s staff operates regionally statewide, so that the Agency can provide on-the-ground knowledge and viable connections for businesses. Massachusetts Office of Business Development works closely with the private and public sectors to coordinate a range of resources, including financing opportunities, workforce training and site selection.
Massachusetts Office of International Trade and Investment
The Massachusetts Office of International Trade and Investment promotes commerce with global partners in Massachusetts and around the world. The Massachusetts Office of International Trade and Investment builds successful international partnerships that create economic development and investment. The Massachusetts Office of International Trade and Investment recruits foreign investors by promoting the strengths of Massachusetts as a premier business and investment destination. The Massachusetts Office of International Trade and Investment, in coordination with other state and federal agencies, prepare MA-based companies to work in global markets, including the export of goods and services.

The Massachusetts Office of Travel & Tourism is the state agency dedicated to promoting Massachusetts as a travel destination.
