The MassDOT Highway Division's Chapter 90 Program and discretionary grant programs are reimbursement-based, meaning that approved costs are reimbursed after expenses are incurred. Municipalities can request reimbursement at any time during a project's implementation. Some municipalities request reimbursements at various milestones throughout a project, while others prefer to wait until the end of a project to submit one single request. Reimbursements are processed by the State Aid Staff assigned to the municipality's MassDOT Highway District.

This page contains the forms necessary to complete and submit a reimbursement request. All reimbursement requests should be submitted through Grant Central, excluding any Chapter 90 Project Requests that were approved before the launch of Grant Central on May 2nd, 2024. Reimbursement requests can be submitted by municipal users on Grant Central by clicking on the funding award and then selecting the "Submit Expense Reimbursement" button near the top of the page. To learn more about submitting a reimbursement request on Grant Central, please log into your Grant Central account and select the "Learning Resources" link on the registered user homepage.

All reimbursement requests for Chapter 90 projects that were approved through Grant Central must be reimbursed through Grant Central. To seek reimbursement for Chapter 90 projects that were not submitted and approved in Grant Central, please use the forms below and email them directly to your District State Aid Staff. These forms are also available on Grant Central.

In addition to these forms, municipalities will also need to submit invoices or receipts for the costs incurred as applicable. For this reason, it is very important to maintain organized records of work performed or materials purchased during project implementation.
