The Office of Behavioral Health Promotion and Prevention (OBHPP) has issued a grant opportunity to support Community-Based Organizations (CBOs) across Massachusetts in developing, implementing, and evaluating new behavioral health promotion or prevention programs, or expanding existing ones, that align with OBHPP’s mission and vision. Funded initiatives may include universal (primary) prevention, selective (secondary) prevention focused on at-risk populations, and programs that promote population-wide well-being. Through this Request for Applications (RFA), OBHPP intends to make multiple awards totaling approximately $3 million, renewable for up to ten years, subject to state appropriations.

Funding Tiers

The grant includes three funding tiers to meet organizations where they are at, each with different deliverables and funding amounts:

  • Tier A – Design & Development: For organizations creating or piloting new programs.
  • Tier B – Implementation: For organizations ready to launch or expand programs.
  • Tier C – Scaling & Sustainability: For established programs with proven results that need support to grow or sustain their impact.

Focus Areas

OBHPP is prioritizing programs that address one or more of the following areas:

  • Reducing loneliness and social isolation
  • Supporting caregivers and reducing family stress
  • Promoting infant, early childhood, and maternal mental health
  • Supporting immigrant communities’ mental well-being
  • Promoting early intervention for youth and young adults
  • Reducing family and intimate partner violence
  • Promoting population well-being through education and skills development

In addition, established programs applying for funding under Tier C need not necessarily align with these Priority Focus Areas but must demonstrate efficacy and alignment with the mission and vision of OBHPP

Eligibility

Eligible applicants include Massachusetts-based community-based organizations (CBOs) - nonprofits, public, or private organizations that represent and serve their communities. Applicants should have experience delivering behavioral-health-related programming, collecting data, and advancing equity.

Preference will be given to programs serving communities disproportionately affected by behavioral health disparities, initiatives in Advancing Health Equity in Massachusetts (AHEM) priority communities, and collaborations between large and small organizations.

All funded organizations will receive technical assistance and capacity-building support from OBHPP to strengthen implementation and sustainability
