Contract Amendment offers government fleets access to 2,700 EV charging stations and more than 6,000 charging ports.

In late June, the Operational Services Division executed a Contract Amendment for VEH117 Fuel and EV Charging Cards with the awarded vendor WEX. This action accelerates the Commonwealth’s progress toward electrifying its vehicle fleet. Under the deal, government fleets throughout the Commonwealth now have access to 2,700 public Electric Vehicle (EV) charging stations with more than 6,000 charging ports located across the state. 

The contract amendment provides:

  • Access to WEX’s network of EV charging stations at a negotiated contract rate
  • Secure payments through WEX EV Radio-Frequency Identification (RFID) cards
  • Online reporting of transactions
  • Line-item insight into emissions reductions
  • Vehicle fueling and charging metrics across all drivers and vehicle types.

    purchase fuel (diesel and gasoline) at retail fueling stations

Under the original VEH117 contract terms, WEX provides payment/credit processing that allows organizations to purchase fuel (diesel and gasoline) at retail fueling stations and/or private fueling systems. Purchasers are billed monthly and have access to online reporting of transactions and more.

The state-issued WEX EV cards will be accepted within WEX’s wide and growing EV charging network across the U.S., with access to more than 2,700 EV charging stations in Massachusetts alone, through AmpUp, Blink, ChargePoint, EVConnect, EVGo, and FLO, with additional WEX merchants expected to participate in the coming months.

Through the VEH117 contract amendment, state agencies, school districts, water departments, public safety teams, and other public and quasi-public stakeholders may join the contract to obtain WEX EV RFID cards for their fleet drivers with an eye toward reducing emissions, decreasing costs, and simplifying EV adoption. 

Technology embedded within the state-issued WEX EV RFID cards will make it easier for drivers to locate and charge at EV stations, while allowing fleet managers access to:

  • Secure transactions
  • Line item charging details outlining vehicle performance
  • Unified billing regardless of charging location
  • Negotiated Statewide Contract pricing

In accordance with Executive Order 594 (EO594), access to WEX’s charging station network is expected to have a significant impact toward achieving the long-range targets of EO594 as it relates to EV adoption:

  • 5% zero emission vehicles in 2025
  • 20% zero emission vehicles in 2030
  • 75% zero emission vehicles in 2040
  • 100% zero emission vehicles in 2050
