SpringfieldFive Springfield Police Department officers have been criminally charged in connection with assaulting multiple victims after an altercation at a bar, Attorney General Maura Healey and FBI Boston Division Special Agent in Charge Joseph R. Bonavolonta announced today.

Criminal complaints were issued today in Springfield District Court against the following:

  • Daniel Billingsley, age 30, of Springfield
  • Anthony Cicero, age 29, of Hampden
  • Christian Cicero, age 28, of Longmeadow
  • Igor Basovskiy, age 33, of Springfield
  • Jameson Williams, age 33, of East Longmeadow

The defendants were charged with Assault and Battery with a Dangerous Weapon (4 counts each), Assault and Battery - Serious Bodily Injury (1 count each), Assault and Battery (3 counts each), and Conspiracy (1 count each).

All five defendants were arraigned today in Springfield District Court where they pleaded not guilty to the charges and were released on personal recognizance, with the conditions that they stay away from the victims and turn over any personal weapons to the Massachusetts State Police. The defendants are due to appear again in Springfield District Court on March 15 for a pre-trial hearing.

These criminal charges are the result of a joint ongoing investigation by the Massachusetts Attorney General’s Office and the Federal Bureau of Investigation Boston Division. The AG’s Office alleges that on April 8, 2015 these off-duty Springfield Police Department officers physically assaulted four victims after a confrontation at Nathan Bills Bar & Restaurant in Springfield. The victims were allegedly beaten and kicked and one or more of the defendants used weapons during the attack. The victims sustained significant injuries as a result of the attack, some permanent. The AG’s Office and the FBI collected statements from victims and witnesses, phone records, and video evidence that led to the identification of the defendants and these charges. 

Springfield Police Officer Jose Diaz, age 54, was previously charged in connection with this assault. He was arraigned on Nov. 29, 2018 in Springfield District Court on the same charges. At the arraignment, Diaz pleaded not guilty to the charges and was released on personal recognizance, with the condition that he stay away from the victims. He is due to appear again in Springfield District Court on May 2 for a pre-trial hearing.

This investigation is ongoing. These charges are allegations, and all defendants are presumed innocent until proven guilty.

This matter is being prosecuted by Assistant Attorney General Stephen Carley and Senior Trial Counsel Dean Mazzone, both of AG Healey’s Criminal Bureau, with assistance from the FBI Boston Division, Massachusetts State Police assigned to the AG’s Office, and Victim Witness Advocate Ellen Davis of the AG’s Office.
