Boston — Four individuals have been arrested and arraigned in connection with allegedly trafficking fentanyl, Attorney General Maura Healey announced today.
The arrests are the result of an investigation involving AG Healey’s Enterprise, Major and Cyber Crime Division, Massachusetts State Police assigned to the AG’s Office, the State Police Commonwealth Interstate Narcotics Reduction Enforcement Team, the U.S. Drug Enforcement Administration (DEA), and Haverhill Police Department.
“We need to tackle this epidemic on all fronts, including working with our partners in law enforcement to disrupt these dangerous drug trafficking networks,” said AG Healey. “This case is another example of our expansion of fentanyl trafficking enforcement statewide and collaborative efforts in successfully removing these lethal drugs from our communities.”
“This deadly drug is destroying lives and plaguing our communities, so we must be doing all that we can to hold traffickers responsible,” said Haverhill Police Chief Alan DeNaro. “As a result of this joint operation, we have taken nearly four kilograms of fentanyl off our streets. We will continue to collaborate with Attorney General Maura Healey to target those who endanger the safety and well-being of our residents.”
The four individuals were arraigned in Haverhill District Court Tuesday on the following charges:
Wilman A. Diaz, 26, of Haverhill
Trafficking in Fentanyl, more than 10 grams (seven counts)
Conspiracy to violate the Controlled Substances Act (one count)
Unlawful Possession of Ammunition (one count)
Held on $250,000 bail

Arismendy J. Santana, 27, of Haverhill
Trafficking in Fentanyl, more than 10 grams (six counts)
Conspiracy to violate the Controlled Substances Act (one count)

All defendants were arrested Friday night in Haverhill, following the seizure of 3.7 kilograms of fentanyl under a search warrant.
The defendants Wilman Diaz and Arismendy Santana were charged with additional counts of trafficking relating to six prior alleged sales of fentanyl, each alleged sale involving more than 36 grams, which occurred from December through March 2018, during the course of the investigation.
This investigation is ongoing. These charges are allegations and the defendants are presumed innocent until proven guilty.
This case is being prosecuted by Assistant Attorney General Cesar Vega of AG Healey’s Enterprise and Major Crimes Division. This case is being investigated by Massachusetts State Police assigned to the AG’s Office, the State Police Commonwealth Interstate Narcotics Reduction Enforcement Team, the U.S. Drug Enforcement Administration, and Haverhill Police Department.
