- Group Insurance Commission
As previously shared, the GIC has transitioned to a new administrator for its Flexible Spending Account (FSA) plans for the 2027 Fiscal Year (FY2027).
This change impacts current 2026 Fiscal Year (FY2026) participants who currently have their FSA benefits administered by TASC. With the change of FSA administrators taking effect on July 1, 2026, this means that TASC will stop processing claims after June 30, 2026.
For participants with a remaining FY2026 FSA balance, there will be a 15-day blackout period while TASC reconciles account balances and transfers them to Ameriflex. During this time, you will not be able to access your FY2026 funds or submit reimbursement claims. However, if you are enrolled in an FSA for FY2027, you will continue to have full access to your FY2027 account and available elections without interruption. More information can be found below.

FY2026 TASC FSA participants who did NOT enroll with Ameriflex, please be aware of the following:
- Claims must be submitted and received with documentation to TASC by June 30, 2026, in order to be processed prior to the blackout period.
- Claims submitted or received after June 30,2026 will need to be resubmitted to Ameriflex after July 15, 2026.
- Once Ameriflex has received and registered the remaining FY2026 balances, they will issue new debit cards for members who did not enroll in the FY2027 FSA plan so that they may use their remaining balance on valid claims through the Grace Period that ends September 15, 2026.
- You will receive an email communication from Ameriflex once your card has been issued. Please note that it may take about 7 - 10 business days to receive your Ameriflex card.
- This email from Ameriflex confirms that your remaining FY2026 FSA balance has been transferred to the Ameriflex system. You may now register for the Ameriflex participant portal and begin submitting eligible reimbursement claims.
- While you are waiting for your Ameriflex debit card, you can submit manual claims for reimbursement.
- Reminder:
September 15, 2026, is the last day to incur valid claims for your HCSA or DCAP account balances. During this grace period, your Ameriflex debit card may be used for payment, with supporting documentation.
October 15, 2026, is the last day to submit your FY2026 claims directly to Ameriflex for reimbursement (Filing deadline). As is true for every plan year, any unused balances after that date, will be forfeited.

FY2026 TASC FSA participants who DID enroll with Ameriflex, please be aware of the following:
If you enrolled in the FY2027 FSA plan with Ameriflex during the 2026 Spring Annual Enrollment period, and haven’t received your new FSA debit card, you should receive it in the next week.
During the blackout period (July 1–15, 2026), you will have full access to your FY2027 Health Care Spending Account (HCSA) annual election and any available Dependent Care Assistance Program (DCAP) contributions. You may also begin using your debit card and submitting eligible claims for reimbursement.
- Your remaining FY2026 balance(s) will be loaded into the Ameriflex database, and you should have access to them as of July 16, 2026.
- During the FY2026 Grace Period (July 1 - September 15, 2026) FSA card swipes should automatically withdraw from available FY2026 funds first.
- IMPORTANT REMINDER: If you use your debit card to pay an old/outstanding invoice or bill due to a provider, it is your responsibility to make sure that the Date of Service when the procedure or item was performed or delivered falls within the correct FSA plan year, in this case July 1, 2025 – September 15, 2026. For example, if you pay a remaining balance for an invoice or bill due to a provider for a Date of Service prior to July 1, 2025, that would not be a valid FY2026 plan year charge, and it will be denied.
- Once the Grace Period ends on September 15,2026, you will have an additional month, until October 15, 2026, to submit claims for reimbursement directly to Ameriflex. After October 15, 2026, unused funds will be forfeited.
