Press Release  MassDEP Fines FirstLight for Hydraulic Oil Release into Connecticut River

BOSTON — The Massachusetts Department of Environmental Protection (MassDEP) has issued an Administrative Consent Order and a $25,062 penalty to FirstLight MA Hydro LLC (FirstLight), operator of the Turners Falls Dam, for violating surface water discharge regulations and release notification regulations.

On June 3, 2025, FirstLight notified MassDEP of an oil sheen present on the surface waters of the Connecticut River near Turners Falls Dam. FirstLight deployed containment booms and absorbents. During its investigation, MassDEP determined that approximately 445 gallons of hydraulic fluid were released to the Connecticut River.

"Protecting our waterways is essential to maintain healthy ecosystems, support recreational activities, and protect wildlife," said Michael Gorski, director of MassDEP’s western regional office in Springfield. "FirstLight is committing to address the problem in the long term by investing in evaluating and implementing upgrades and improvements to the dam infrastructure to protect the Connecticut River from future releases." 

Under the terms of MassDEP’s order, FirstLight must provide a complete assessment and documentation of the dam hydraulic system plus associated monitoring and alarm systems, to identify and implement upgrades or modifications to help prevent future releases. FirstLight has also agreed to pay $20,000 of the fine; MassDEP is suspending the remaining $5,062 contingent upon the Company’s compliance with all terms of the order.
