Press Release  MassDEP Fines Transfer Station for Solid Waste Violations in Oxford

BOSTON — The Massachusetts Department of Environmental Protection (MassDEP) has issued a $20,208 penalty to Oxford Transfer Station, LLC, a subsidiary of Vermont-based Casella Waste Systems, for several violations of state solid waste regulations that occurred at its facility located at 200 Leicester Street in Oxford.   

During an inspection in September 2024, MassDEP observed a significant amount of dust coming from the open doors of the facility’s receiving building. The company did not have an operational misting system to control dust and odors, which contributed to an incident of air pollution in the building. The company also failed to notify MassDEP in writing within 24 hours, as required, of a disruption to its operation.  

“Transfer stations play an important role in the disposal of our trash, and they have a responsibility to comply with solid waste regulations that protect the environment and public health,” said Andrea Briggs, acting director of MassDEP’s Central Regional Office in Worcester.  “Timely reporting ensures that potential risks are addressed quickly, and corrective and preventive measures are taken.” 

Under the terms of MassDEP’s consent order, the Oxford Transfer Station has agreed to pay the $20,208 penalty. The company is also required to submit to MassDEP a permit application to install a misting dust and odor suppression system and backup system, as well as an operations plan detailing how the company and its employees will utilize and supervise the misting system and backup consistently for all trucks releasing waste loads. Additionally, the company must report to MassDEP the outcomes and copies of documentation related to discussions with the Town of Oxford to pursue a modification to the facility’s existing site assignment.
