BOSTON — The Massachusetts Department of Environmental Protection (MassDEP) has fined Lincoln Management Company, Inc., d.b.a. Lincoln Real Estate (Lincoln), $43,500 for violations that occurred during asbestos abatement at the Grand Block Building, a mixed-use property located at 63-71 South Pleasant Street in Amherst.  

MassDEP observed the violations during an inspection of the South Pleasant Street property in July 2025.  

Lincoln failed to apply appropriate asbestos work practices and controls during its asbestos abatement activities at the Grand Block Building. MassDEP’s inspection of the property also identified untrained and unlicensed personnel actively removing asbestos-containing materials. 

“Asbestos regulations require specific work practices to prevent harm to workers, the public, and the environment,” said Michael Gorski, director of MassDEP’s Western Regional Office in Springfield. “Exposure to asbestos is dangerous, and compliance with state regulations is a legal obligation; significant penalties will be assessed for violations.” 

Under the terms of MassDEP’s consent order, Lincoln is required to pay $22,000 of the penalty. The balance of the penalty is suspended pending full compliance with the order. 

Property owners or contractors with questions about asbestos-containing materials, notification requirements, proper removal, handling, packaging, storage and disposal procedures, or MassDEP asbestos regulations are encouraged to contact their local MassDEP Regional Office for assistance.
