Press Release  Springfield Man Pleads Guilty, Sentenced to State Prison for Possessing Child Pornography

Defendant Pleaded Guilty to One Count of Possessing Child Pornography and Failing to Provide Notice of Address Change as a Sex Offender

Springfield — A Springfield man has pleaded guilty and been sentenced to three years in state prison in connection with possessing child pornography and failing to provide notice of a change of address as a sex offender, Attorney General Maura Healey announced today.

Jeffrey Lynn Duncan, age 54, of Springfield, pleaded guilty today in Hampden Superior Court to one count of Possession of Child Pornography and one count of Failure to Provide Notice of a Change of Address as a Sex Offender.

After the plea was entered, Judge Richard Carey sentenced Duncan to three years to three years and a day in state prison.

 “This defendant will serve time in state prison for exploiting and victimizing children by viewing and possessing child pornography,” said AG Healey. “These crimes are serious and disturbing and our office is committed to investigating and prosecuting those who prey on children.”

Duncan was indicted by a Hampden County Grand Jury in November 2015.

In April 2015, the National Center for Missing and Exploited Children shared information with the AG’s Office about an e-mail account that was obtaining child pornography images. State Police assigned to the AG’s Office then began an investigation and linked the account to Duncan.

In June, State Police obtained and executed a search warrant authorizing the search of a Springfield residence linked to Duncan. Initial investigation of devices seized revealed images of child pornography. Massachusetts State Police assigned to the AG’s Office, with assistance from the Springfield Police Department, subsequently arrested Duncan in Springfield without incident.

Further investigation revealed more than 100 images of alleged child pornography. Duncan also failed to notify authorities of his change of address in Springfield, undermining the integrity of the sex offender registry process.

This case was prosecuted by Assistant Attorney General Megan McLaughlin, of AG Healey’s Enterprise, Mayor and Cyber Crime Division.  It was investigated by Massachusetts State Police assigned to the Attorney General’s Office and investigators from the AG’s Digital Evidence Lab, with assistance from the Springfield Police Department.
