As one of the initial commissioners, Judge McHugh helped shape the policies and procedures by which the commission has functioned. He brought his judicial insight to bear on the many legal issues that have arisen with this new industry. During his more than a quarter century serving on the bench, Judge McHugh presided over many significant matters and his tireless work led to important reforms that ensure a more equal access to justice for all Massachusetts residents.
