BOSTON — The Massachusetts Commission Against Discrimination (MCAD) is pleased to announce that Randall Lui has been named as its new Chief of Operations and Finance (CFO). In this role, Randall will lead the agency’s financial strategy, budgeting, and fiscal operations, while also directing procurement, contract oversight, and daily office management—ensuring the Commission remains fiscally sound and fully equipped to deliver on its mission.
Randall brings extensive experience to his new role, joining the MCAD after serving as Chief Financial Officer for the Massachusetts Emergency Management Agency (MEMA) since 2023 and for the Massachusetts Office for Victim Assistance (MOVA) for the decade prior. Earlier in his career, he held key roles as a Budget Analyst with the Department of Transitional Assistance, Federal Revenue Manager at the Executive Office of Health and Human Services, and Help Desk Manager at the Office of the Comptroller, positions that equipped him with a strong foundation in fiscal analysis and state government operations.
“Randall’s expertise in financial management and his commitment to public service make him an invaluable addition to our leadership team,” said MCAD Executive Director Michael Memmolo. “He joins us at a pivotal moment, as the Commission enters its 80th year of service to the Commonwealth and revitalizes its resources to the public, we look forward to his guidance in helping the MCAD expand its impact across Massachusetts.”
Randall’s appointment coincides with the rollout of the MCAD’s new case management system, slated to launch later this year, which is designed to improve service delivery and strengthen agency operations. As CFO, his leadership will be instrumental in ensuring sound fiscal stewardship, enhancing operational efficiency, and supporting the Commission’s strategic initiatives. With his guidance, the MCAD is well-positioned to expand its impact and continue advancing equity and justice across the Commonwealth.
