Press Release  Wales Town Treasurer Arraigned On Embezzlement, Forging Records, And Larceny Charges

BOSTON — The Massachusetts Attorney General’s Office (AGO) today announced that Rodney Kincaid was arraigned in Hampden Superior Court on charges that he allegedly abused his position as the Treasurer of the Town of Wales to embezzle nearly $140,000 in public funds. He is also accused of embezzling more than $50,000 from the Eastern Hampden County Veterans’ Service District, where he served as treasurer.

Kincaid is charged with one count of Embezzlement by a Town Officer, one count of Uttering False or Forged Records, and one count of Larceny by Embezzlement over $1,200. He entered a plea of not guilty and was released on personal recognizance. Kincaid is due back in court on September 9 for a pre-trial hearing.

Kincaid has served as the elected Treasurer for the Town of Wales since 2018. According to the investigation by the AGO and the Massachusetts State Police, from June 2019 through 2025, Kincaid allegedly embezzled approximately $138,150 from the Town by creating and submitting fraudulent invoices, processing those invoices through his role as Treasurer, and causing Town checks to be issued and diverted to accounts under his control, including credit card accounts.

Additionally, Kincaid serves as a treasurer of the Eastern Hampden County Veterans’ Service District, an intermunicipal agency that provides veterans’ services on behalf of the towns of East Longmeadow, Hampden, Brimfield, Wales, and Holland. The investigation also revealed that, from August 2023 through December 2025, Kincaid embezzled more than $50,000 from the organization by using his position to issue unauthorized checks, payable to himself. 

The matter was handled by Assistant Attorney General Richard Dohoney of the AGO’s Criminal Bureau, in partnership with Senior Investigator Brendan Cullen of the AGO’s White Collar and Public Integrity Division and members of the Massachusetts State Police.
