Who we serve

We provide support and administer human resource programs and services to current and prospective state employees, agency business partners and select municipal employees.
Our programs and services include:
- Developing and overseeing the implementation and administration of HR policies for Commonwealth Executive Departments
- Delivering statewide learning and development opportunities for all employees
- Supporting employee self-service for HR-related tasks and inquiries
- Administering leave administration for executive department employees
- Operating executive branch applicant recruiting and tracking platform
- Negotiating collective bargaining agreements and contracts
- Promoting an inclusive, safe, and productive work environment
- Managing executive branch workers compensation self-insured program
- Administering civil service examinations for public safety and promotional opportunities
