The Massachusetts Commission for the Blind (MCB) Rehabilitation Council (RC) consists of at least 15 members who are appointed by the Governor. The majority of the members are blind. Members serve for a term of not more than three years. No member may serve more than two consecutive full terms.

The Massachusetts Commission for the Blind (MCB) Rehabilitation Council (RC) is a federally mandated independent advisory council. The Council was established to provide a forum for stakeholders to advise, assess, and assist MCB in its provision of vocational rehabilitation programs and services to residents of the Commonwealth who are blind.
Meetings
The Rehabilitation Council meets quarterly, on the first Wednesday in March, June, September, and December, from 1 p.m. to 3 p.m. All meetings are open to the public. The meetings are recorded and posted on MCB's YouTube channel.
