Jay Mitchell

Deputy Commissioner of Design and Construction

Jay is a graduate of Tufts University (B.S. Civil Engineering) and the University of Texas (M.S. Construction Engineering & Project Management) and has been serving the Commonwealth as a Deputy Commissioner of Design & Construction at the Division of Capital Asset Management and Maintenance (DCAMM) since September of 2017 after concluding a 25-year career as a uniformed Officer in the Navy’s Civil Engineer Corps. 

Jay has served in a number of increasingly complex leadership roles.  In his final assignment with the Navy, he was the Commanding Officer of the Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme, CA.  As Chief Executive and senior Acquisition Official for an organization consisting of over 1000 multi-disciplined engineers, scientists, and business professionals, he led the global delivery of over ~$1.5B in specialized facilities engineering services, research and development, and acquisition of the Navy’s expeditionary and construction equipment.   Other notable assignments include the Director of Operations for Naval Facilities Engineering Command, Washington DC; Commanding Officer of Naval Mobile Construction Battalion 7 (Seabees); Resident Officer in Charge of Construction for the new $1B Walter Reed National Military Medical Center; along with a number of other assignments leading construction contract administration, facilities management, and Navy Seabees throughout the globe.
