Katharine Lacy

Katharine Lacy, AICP is the Senior Planner with the Community Assistance Team at Massachusetts Housing Partnership, where she works with cities and towns across the Commonwealth to support the development of multi-family and affordable housing. She most recently led the agency’s MBTA Technical Assistance Program, facilitating the adoption of as-of-right multi-family zoning districts in the 177 municipalities designated by MGL Chapter 40A Section 3A as “MBTA Communities.” In this role she also drives agency review of mixed-income, multi-family projects seeking permanent financing from an MHP in its role as a Subsidizing Agency under MGL Chater 40B.

Prior to joining MHP, Ms. Lacy worked at the Massachusetts Housing Finance Agency (MassHousing) where she provided preliminary underwriting and pre-permit review for mixed-income multi-family housing development. She has held positions as the Planning Director for the Town of Hingham, overseeing land use review functions for a wide variety of commercial, residential, civic and mixed-use projects, and as a Project Manager with the Cultural Resources Division of the National Park Service. 

Katharine serves on the Board of the Citizen Planner Training Collaborative (CPTC), the Massachusetts Chapter of the American Planning Association and the Clippership Foundation. She received her master’s in landscape architecture from the University of Virginia, and a bachelor’s in history from Harvard College.
