Community Services Block Grant - Special Projects (CSBG-SP)

The Community Services Block Grant Special Projects program is funded by a 5% provision contained within the CSBG Act.

This provision authorizes the Secretary of the Executive Office of Housing and Livable Communities (EOHLC) to support a variety of eligible and innovative anti-poverty and self-sufficiency initiatives at his/her direction.

How It Works

CSBG Special Projects funds support the reduction of poverty, revitalization of low-income communities, and empowerment of low-income families and individuals across the Commonwealth. These discretionary funds have helped establish a wide range of initiatives, including: scholarships; anti-violence youth programming; employment and workforce development training; asset building programming; neighborhood crime prevention; capacity-building for providers serving low-income populations; emergency, transitional, and permanent housing; and other projects that improve the lives of low-income people and help them become self-sufficient.

EOHLC priorities include: economic self-sufficiency, affordable housing and homelessness efforts, and building coordination and partnerships between community-based organizations and municipal governments.

Funds are limited and therefore awards are generally made on a one-time only basis for the start-up of a program or project and are not intended to defray ongoing operational expenses.

Who Is Eligible

Community Action Agencies and other nonprofit entities organized under M.G.L. c.180, and certified under Section 501(c)(3) of the United States Revenue Code.

Requests for funding are accepted on a rolling basis and must include at a minimum an explanation of the need for the project, a project description, a tentative work plan, and budget.
